Al-Sudani directs that citizens be spared financial burdens resulting from bank card commissions
Shafaq News/ Today, Sunday, Prime Minister Muhammad Shiaa Al-Sudani chaired a meeting devoted to following up on the financial and economic transformation to electronic payment, points of sale and financial trading with electronic cards (POS), and directed that citizens be spared additional financial burdens as a result of commissions.
The meeting was attended, according to a statement received by Shafaq News Agency, by the Governor of the Central Bank, the Prime Minister’s advisors for strategic, economic and banking affairs, and the Director General of Payments at the Central Bank.
Al-Sudani listened to a briefing on the latest procedures and executive details for the transition to payment by electronic cards, in various public and private sector institutions, and what is being implemented by the agencies concerned with following up and monitoring the transition and use.
During the meeting, Al-Sudani pointed out that the use of electronic card payment and digital payment is a basic pillar of the economic reform adopted in the government program.
The meeting also witnessed a discussion of the tariffs and commissions charged by financial and banking authorities, as Al-Sudani stressed that citizens should be spared additional financial burdens as a result of these commissions, and that the goal is to facilitate dealing and facilitate payment in all fields, while ensuring the highest levels of security.

If and when the Central Bank decides to increase the value of the Iraqi dinar more than likely it will be based on some type of gradual float as a result of the success and growth of Iraq's own economy and an increase in GDP.
I hope each and every one of you find success in this investment...It may take time. It may be another 1 to 5 years. I certainly hope not but I believe things could happen quickly over the next 36 to 48 months. It all depends on Iraq.
...We all know things don't happen fast in Iraq. Iraq has a lot of work to do in order to succeed. The first of which is pass over 100 stalled laws through Parliament to encourage investment in Iraq. And at the same time the Central Bank of Iraq has to continue reforms to the banking system, digitalization, and apply monetary tools to meet compliance.
A country's exchange rate is the result of the success and growth of their own economy. When you have a weak economy, you have a weak exchange rate. Until Iraq passes laws, diversifies their economy and increases their GDP, nothing will happen with the dinar. When Iraq passed their tripartite 3 year budget a few months back, it created the conditions for them to diversify and privatize their economy over the next three years. Now Iraq is on the clock to accomplish such.
There's a new article out that many people are translating and confusing. They are not talking about an RV in Iraq, they are talking about the spread being in compliance early next year.
Just a reminder the spread is the difference between the official rate and the market rate or street rate and has been way out of whack recently in Iraq. This article simply means they expect the spread to come down closer to the official rate early next year. There is no RV.
A very important statement was made back in 2020 by the prime minister's economic advisor Mohamed Salah who used to be Deputy Governor of the CBI under Shabibi. He stated that Iraq's entire wealth including all minerals in the ground amounts to only $16 trillion dollars. Knowing that information one can then determine that there is no way a significant RV could ever occur with over 90 trillion dinar in circulation. It doesn't make sense...
They...have to have the dinar stabilized within the country and within the 2% rule mandated by the IMF in order to then accept IMF article VIII and begin to float the dinar which would raise its value based on supply and demand. All of these processes and or steps required time.

Iraqi Oil sets next March as a date to end cash dealing at gas stations
Shafaq News/ The Petroleum Products Distribution Company affiliated with the Iraqi Ministry of Oil has set, on Sunday, the end of next March as a deadline for cash transactions at government and private fuel filling stations.
The company’s general manager, Hussein Talib, told Shafaq News Agency, “Electronic payment will be approved at fuel filling stations in the first quarter of this year.”
He added, “All government and private fuel filling stations will use the electronic payment system to fill fuel, on the first of next April.” The Iraqi Ministry of Oil announced on Wednesday, November 22, 2023, that the Petroleum Products Distribution Company will adopt electronic payment systems at all gas stations, starting from the beginning of the year 2024 .
The Ministry explained in a statement that, based on the directives of the Council of Ministers in its session No. 23620 of 2023, held on 10/31/2023, related to activating the electronic payment service, adopting modern automation systems, and ending cash dealing, and accordingly, and in line with government directives, the Ministry of Oil decided to distribute petroleum products. Adopting electronic payment systems in all stations and suspending cash transactions as of January 1, 2024.”

You're not going to be using the dollar. You're not going to use the yuan, yen or any of those things. You're going to be using one currency...

The United States Treasury, the US Federal Reserve Bank, the Bank of International Settlements, World Trade Organization, the EU, many different entities have been working with Iraq to get her to go to an international standard. The stage is set for Iraq to be international... Everybody should know that and it's not just a simple Dinar Guru situation, it's actually the largest financial entities in the world are the ones that are giving us this information. I hope you take that to heart and pay attention to it.
All of this is coming together. There's no reason for any pessimism or snide remarks for anybody around in dinarland... There's shouldn't be any doubt anymore that this is a real process and it's underway...

Shafaq News/ The sale of the dollar to Iraqi citizens wishing to travel outside the country has stopped in all government and private banks, according to what an informed local source said on Sunday.
The source told Shafaq News Agency that the reason for the suspension is that most government and private banks do not have the quota allocated for distribution by the Central Bank of Iraq.
The source revealed that procedures are being followed on a timely basis to stop the dollar selling platform, likely to generate a significant rise in the dollar exchange rate in local markets.
In addition, economic expert Muhammad Al-Hassani told Shafaq News Agency that the controls and instructions placed on the electronic platform are very complex, and most often the traveler cannot obtain the dollar because the quantity runs out.
The Iraqi traveler to countries specified by the Central Bank is given an amount of $3,000, and in the case of treatment, he and the accompanying person are given $6,000 at the official rate, with the exception of Iran, Syria, and Lebanon.
The dollar exchange rates recorded, this morning, Sunday, 152,850 Iraqi dinars for every 100 dollars, in the parallel market, while the official price is 132,000 thousand dinars.

Shafaq News/ Iraqi President Abdul Latif Jamal Rashid called today, Sunday, for following up on the decisions of the Article (140) Committee, restoring rights to their owners, and addressing demographic changes.
This came during his reception at Baghdad Palace, Minister of Justice Khaled Shawani, Minister of Environment Nizar Muhammad Saeed Aamidi, and in the presence of member of the Supreme Committee for Implementation of Article (140) Abu Bakr Siddiq, and a number of officials.
During the meeting, the security and political situation in the country, the city of Kirkuk and the disputed areas in particular were discussed, in addition to the relationship between the federal government and the Kurdistan Region.
Rashid stressed the importance of preserving the achievements achieved in establishing security and stability, improving the standard of living of citizens, enhancing national unity and achieving social justice.
The Iraqi President was briefed on the work of the Supreme Committee for Article 140 of the Constitution, and the President of the Republic stressed, in this regard, the necessity of following up on the activation of the committee’s decisions through joint work with government institutions in a way that ensures the preservation of the rights of citizens and components in Kirkuk.
He stressed the importance of finding solutions to the outstanding problems in Kirkuk and the disputed areas through the application of the law, dialogue and mutual understanding in light of the political consensus between the political forces.
The results of the provincial council elections were also reviewed and the good participation rates achieved by Kirkuk Governorate, where the President stressed the need to accelerate the formation of the local administration for Kirkuk Governorate in order to fulfill its responsibilities and resolve the problems in the governorate and the disputed areas in a way that ensures the return of rights to their owners, justice for those affected, and addressing the effects of the conflict. The unjust decisions of the dissolved Revolutionary Command Council issued with the aim of demographic change.
The Ministers of Justice and Environment expressed their appreciation for President Rachid’s efforts to implement the decisions of the Constitutional Article 140 Committee, which serve to resolve all outstanding issues in accordance with the law and consensus between the political blocs.

Armed clashes took place, yesterday, Friday, between the Iraqi groups of “Asa’i’ Ahl al-Haq” and “Jund al-Imam” in one of the towns in the city of Basra, during a ceremony organized to commemorate the assassination of the commander of the Iranian Quds Force, Qassem Soleimani, and the deputy head of the “Popular Mobilization”, Abu Mahdi Al-Mondis, which raises concern about the repetition of these clashes and increases the embarrassment of the position of the Iraqi government.
The Basra Mobilization Operations Command confirmed that the clash was carried out by groups it called “undisciplined” to reduce its impact. She stated, in a statement on Friday evening, that “the Popular Mobilization Authority in Basra organized the festival and uncontrolled and non-PF groups provoked sedition among the masses, which led to gunshots,” stressing that “these individuals, who belong to a person named (Alaa Al-Mohammadawi), were arrested and all legal measures will be taken against them.”
For his part, the official of the “Jund al-Imam” group, Alaa Al-Mohammadawi, said on the statement, criticizing his group’s description of the “undisciplined” group. Adding, in a statement, “We regret the statements and statements issued against us that stripped us of our jihadist history in defending the homeland, religion, doctrine and belonging to the holy crowd,” noting that “whatever is issued against us from our skin, we will not respond, in order to preserve the reputation of the mujahideen and the reputation of the crowd,” he said, but we will not accept to be stripped of belonging to the crowd.
The armed clash is not the first of its kind between the factions, as a similar clash took place 10 days ago and confrontations erupted between the military wing of the Sadrist movement, led by Muqtada al-Sadr, “Saraya Al-Peace” and militants from the “Ahl-Haq” militia in the area of the Al-Amel neighborhood in central Baghdad, due to the dispute over the uploading of a large picture that includes Qassem Soleimani and Abu Al-Mahdi Al-Mundis in the region, which is one of the most prominent areas of influence of the Sadrists.
The position of the Iraqi government
A political source familiar with the “new Arab” said that “these confrontations are an inevitable result of different agendas and interests, but the embarrassing thing in them is the position of the government, which represents the rule of the law,” and added, preferring not to be named, that “the frequency of confrontations is an indicator of the deepening state of differences and division between factions whose names have multiple names,” noting that “the government and security forces always seek to calm in order to preserve security.”
The source stressed that “the position of the Iraqi government is embarrassing, as these confrontations are a departure from the law and from the authority of the state and a threat to societal security, and that the government is required to apply the law to everyone, and that its attempts to calm down indicate weak government procedures and weak state authority.”

Folks, as I have stated before the world economy cannot continue without the RV and the powers that be know this. On Fri. 23 Dec. I spoke with a banker contact. He was going to Los Angeles or San Francisco to spend the holiday with his family. He indicated that point it might be much later into January before we did anything.
So today (Thurs. 28 Dec.) since I hadn’t heard from him, I called and spoke to his Assistant. She said he’s planning to fly back into Texas tomorrow Fri. 29 Dec. He’s got these five stages he’s involved with. He’s training a number of Wells Fargo bankers on the procedures that they have to follow in order to do exchanges.
He said that everyone that goes through an exchange process will be getting some type of a new Credit Card/ Debit Card that hooks into the QFS system. At your exchange you will get at least one or two percent of whatever you’re going to exchange immediately put on that card. They will open a new account for you, or possibly multiple accounts.
If you have more than one currency and wish to open an account for each currency, they will do all that at your exchange meeting. Then it will be 10 to 20 days after that funding will actually appear in your new accounts. I think he said it was a $10,000 dollar debit card to leave the exchange process with so you have funding at least up to 10 grand to do certain things you may need to do.

To see any real significant change in Iraqi dinar, no. I just can't imagine that happening anytime really soon. They're too dependent on oil. As Iraq continues to change that situation that's better for Iraqis plus those holding on to the Iraqi dinar altogether. You can't rely on oil for 95% of your budget. If oil crashes then guess what, so does that country. Period.

12 to 1 exchange rate. Nobody was speaking about it. I showed an article, their article, not my article, their article saying they were considering the 12 to 1 exchange rate but they would not consider it until...2026. I didn't make it up. I'm just pointing this out in an article...I believe they are going to go up in increments between now and 2026. That's just my opinion.

The Presidency of the House of Representatives held an important meeting today, Saturday, to discuss the political situation and a number of topics related to the work of the House.
The presidency agreed, according to the statement, {Euphrates News} a copy of it, that: “To set January 9, 2024 as the date for the start of the first legislative term for the third legislative year,” calling on the blocs and parliamentary committees to “resume their legislative and supervisory work, while it announced that it will set the date of the next regular session to complete the legislative and supervisory entitlements, as well as a session to elect the president.”
Al-Mandalawi stressed that “there is a parliamentary consensus on the need to expedite the adoption of all important laws, and this calls for the parliamentary committees to intensify their meetings to discuss all drafts and proposals of laws and agreements referred to the Council with the aim of maturing and presenting them to a vote,” stressing that “the priority should be for legislation that serve the citizen and projects that achieve real economic development of the country.”
