The Central Bank of Iraq has announced plans to re-denominate the Iraqi Dinar by removing three zeroes from the currency. Redemption Centers

To facilitate the transition, the Central Bank will establish redemption centersacross Iraq. These centers will allow individuals and businesses to exchange their old three-zeros bill notes for the new denominations. The exact locations and operational details of these centers will be announced closer to the implementation date.

Impact on the Economy

Economists believe that the re-denomination will not significantly affect the purchasing power of the Iraqi Dinar. The dinar is not going to happen today or the next week as far as I know but this is a pretty big step [the restrictions removed from foreign currency exchange] for them because this allows a lot of liquidity which is necessary inside of Iraq. 

 Liquidity has always been an issue for Iraq.  This will change that. 

 That means more businesses/people doing exchanges with the currencies.  A lot of liquidity in Iraq is what they need.

Oil remains the backbone of Iraq's economy, accounting for over 99% of exports, 85% of the government’s budget, and 42% of gross domestic product (GDP).  The sector's dominance exposes the country to macroeconomic volatility, but it also provides a significant revenue stream that has been crucial for recovery efforts.

Recent Developments

In 2021, government revenues surged by 73% year-over-year, driven by higher oil prices averaging $68.3/barrel.  These gains have helped turn the overall fiscal balance to a surplus of 5.3% of GDP in 2021, providing a buffer for economic stabilization and development initiatives.

Non-Oil Economy

Diversification Efforts

Despite the dominance of oil, Iraq has been making efforts to diversify its economy. Unemployment

As of January 2021, Iraq's unemployment rate was more than 10 percentage points higher than its pre-COVID-19 level of 12.7%.  The strategy seeks to reduce these high unemployment rates by fostering a more inclusive and equitable labor market.

Humanitarian and Development Needs

Protracted Needs

Iraq still faces significant humanitarian and development needs, including a complex political environment and a volatile security situation.  The country hosts over 300,000 refugees and asylum-seekers, primarily from Syria, and has an internally displaced population (IDPs) of 1.14 million. These populations face barriers to return and integration, including insecurity, lack of livelihood opportunities, and damaged housing.

The State Administration Coalition confirmed its commitment to the principles stressed by the religious authority in its latest statement, emphasizing the necessity of keeping Iraq away from the atmosphere of war in the region, and announced its support for amending one of the articles of the federal general budget.

A statement by the coalition stated that “the State Administration Coalition held its regular meeting today, Wednesday, in the presence of Prime Minister Mohammed Shia al-Sudani and Speaker of the House of Representatives Mahmoud al-Mashhadani. The meeting discussed the most important issues and developments in Iraq and the region, and the next stage was addressed, as well as the integration between the executive and legislative authorities, in a way that achieves the interest of the people, and the emphasis on resolving the basic laws that contribute to codifying executive procedures, in addition to discussing the expected ministerial amendment.”

He added that “the attendees welcomed the resolution of the issue of the presidency of the House of Representatives, as it is a constitutional entitlement that enhances joint national action,” noting that “the Prime Minister reviewed the progress made in implementing the government program, in light of the passage of two years of the government, which was able to accomplish important national files that fall within the priorities and targets of its executive program.”

He pointed out that “the meeting stressed the importance of extending the second legislative term of the House of Representatives, given the circumstances of the stage and the challenges that Iraq is going through, as well as stressing support for the step of amending one of the articles of the federal general budget related to oil,” indicating that “the meeting witnessed an emphasis on commitment to the principles stressed by the supreme religious authority in its recent statement, which contribute to building a state of institutions and paving the way to achieving a better future for the country.”

The statement continued, “The attendees stressed Iraq’s principled position in standing with the Palestinian and Lebanese peoples against the sinful Zionist aggression, and condemning the crimes of genocide committed by the occupying entity against defenseless citizens,” adding: “The rumors about using Iraqi territory as a starting point for carrying out attacks were also refuted, considering them flimsy justifications to justify the aggression on Iraq’s land and sovereignty. The joint work and the presentation of the country’s supreme interest were also emphasized, and keeping Iraq’s territory away from the atmosphere of war, which the occupying entity seeks to expand and drag the region into with the aim of destabilizing security and stability.”

French President Hopes To Organize The Third Baghdad Conference As Soon As Possible

Shafaq News / French President Emmanuel Macron expressed his hope to work with Iraq to organize the third Baghdad conference as soon as possible.

This came in a letter sent by Macron to his Iraqi counterpart Abdul Latif Gamal Rashid on the occasion of the country’s National Day, as announced by the Presidency of the Iraqi Republic in a statement on Thursday.

In the letter, Macron stressed his determination to “stay by Iraq’s side by supporting its security, stability and sovereignty.”

“During my visit, Mr. President confirmed the pivotal role played by Iraq in the region, so we share the same concern regarding the expansion of the circle of conflict in Gaza, which has spread to Lebanon and threatens the security of the Middle East,” he added.

“I hope that Iraq will continue to prevail the language of the regional dialogue, in this context I hope that we can work together to organize the third Baghdad conference as soon as possible.”

The office of Iraqi Prime Minister Mohammed Shia Al-Sudani and French President Emmanuel Macron announced in August 2023 that the third edition of the Baghdad Conference on Regional Stability – co-organized by Paris – will be held in late November in the Iraqi capital.

 ...when you go to the bank to exchange the US Treasury is going to fund the initial exchange for the bank. It is all electronic...The US Treasury will own then own dinar. These banks will then turn a profit with the US Treasury for being the broker in the exchange.

 It will benefit them to collect as much of the 3 zero notes as possible...

The US Treasury will keep a certain amount of the three zero notes for inter-banking and global trade with Iraq... Iraq has already guaranteed oil credits at so much a barrel...

The US Treasury fully intends to also sell these oil credits at a profit margin to other countries needing the Iraq oil.

 I have asked my CBI contact multiple times on the fixed credit rate and I got varied amounts from $30 – 35 a barrel. So, it is not like Iraq has to shell out trillions back to the US to cover the cost of the funds for the exchanges. ..

Iraqi parliament extends its legislative term to the ninth of next month

Shafaq News / The presidency of the Iraqi Council of Representatives decided on Thursday to extend the legislative term for 30 days starting from 9/11 of this month.

This comes after Mohammed Al-Khafaji, a member of the Parliamentary Legal Committee, revealed to Shafaq News that the current legislative term of the House of Representatives ends on the 9th of this month, and that its extension for another month is subject to Article 58 of the Iraqi Constitution.

He added that according to this article, the legislative term can be extended at the request of the President of the Republic, the Prime Minister, the Speaker of the House of Representatives, or 50 deputies, provided that the extension is approved by the vote of the majority of the members of the Council.

Al-Khafaji explained that the extension comes to regulate the work of parliament and approve the pending laws, as the past period witnessed repeated postponements in the sessions of the Council and the incompleteness of the agenda.

He pointed out that the extension will provide an additional opportunity for the government to send the draft budget law for 2025, which is supposed to be sent before the end of this year. He stressed the importance of the government taking advantage of this time to avoid the delay in the budget this year.

MZ: The news out of Iraq has been overwhelming positive. 

MZ: We know auctions for US dollars are due to stop this year. They have been very clear on that. From both the Governor of the Central Bank and Al-Sudani.  The auctions right now are taking trillions of dinar out of circulation ….which increases the purchasing power of their currency…..It is a clear preparation for a change in value.

Member: Iraq's Parliament is calling for extending their session until Dec 10 to catch up on pending laws

Member: And Dec. 10th is Victory Day in Iraq where Sudani said the monetary reform would be done by. 

MZ: “ Prime Minister: We are facing a new Iraq and the Road to development will be an artery linking most countries”  He is also mentioning the ports like the new Grand Faw port project which will be a mega port. It’s now open and functioning. This is important guys. Iraq will become an artery between Asia and Europe. 

MZ: “ Al-Rafadain announces the application of the electronic system in 48 branches in Baghdad and the provinces”  I am certain we will hear more about this from MilitiaMan and crew. 

MZ: “Analysis: The Iraq file has deteriorated in Washington recently, but small officials have intervened” in other words the US has eft a void. Iraq is hoping for a more measured and supportive role from the next administration.  Also the support to remove US forces and let Iraq be sovereign.

Wednesday 06 November 2024 | Politics Number of readings: 183  Baghdad / NINA / The Parliamentary Legal Committee revealed the package of legislations entrusted to the Council of Representatives and supposed to be passed during the current legislative session.

Committee member MP Omid Mohammed said in a statement to the National Iraqi News Agency ( NINA ): "There are more than 153 draft laws and proposed laws, accumulated by the parliamentary committees since the beginning of the current legislative session."

He added: "In the previous legislative session, we reached an agreement between the heads of the blocs and committees to pass the package of non-controversial laws during the current legislative session.

The Legal Committee also addressed the blocs and other committees to submit any legislation related to the Legal Committee for discussion in the sessions of the Council of Representatives."

He explained: "The Legal Committee has prepared a list of many non-controversial laws that are being discussed to submit them to the Presidency of Parliament, in order to present them for a vote.

There is also a package of other controversial laws that we are trying as much as possible to maintain balance in their legislation," indicating: "The draft amendments to the Anti-Narcotics and General Amnesty Laws are at the top of the priorities of the Parliamentary Legal Committee." / End 5

So IMO they are regrouping or things starting ripping in the wee hours this morning. The whole world is pivoting and adjusting right now. 

MZ: “2025-Strong National Economy and solid banks” They are telling you what they have done and how prepared they are for the future. How solid and secure they are. Flashback to Dr. Shabibi saying “You give me a stable and safe Iraq and I will give you a higher value”  We are watching his plan play out.  

MZ: “Central Bank Governor stresses the need for cooperation to facilitate trade with Azerbaijan”  Why is this important? International trade. And what do they need for international trade?  An internationally accepted currency

MZ: “Trump wins with the dollar at a new high-the beginning of a new era?” This is coming out of Iraqi news. They are concerned they need to move forward quickly because the dollar gained an enormous amount of strength. Higher than it’s been in a year. 

Member: I would love to see Iraq do something quickly.

Member: Bottom line- the Dinar to the dollar is 1310 or .00076. No way can they build their country back at that rate. They would go broke. They have to revalue their currency.

Member: Mark does the dinar have to be on the FOREX before we go?

MZ: They go on the forex at the same time we go. That’s how I was told.

MZ: I did not see it in the Gazette today. I would imagine it would be on the front page. Do I expect it at any moment? I do.

The Prime Minister's media office said in a statement received by "Mawazine News", that "Al-Sudani chaired the session, where the latest developments in the country were discussed and vital files that concern the priorities of the government program were discussed, in addition to considering the topics on the agenda and taking the necessary decisions regarding them."

Decisions on the population census

As part of the council's follow-up to the preparations for conducting the population census scheduled for November 20, the council approved a number of measures, the most important of which are:

1. Emphasizing commitment to Federal Court Decision No. (73/Federal/2010) regarding the general population census.
2. Conducting the census in the disputed areas by a joint team from the three nationalities (Arab, Kurdish, Turkmen) with the addition of a Christian individual in areas with a Christian majority.
3. Cooperation between the Statistics Authority and the Kurdistan Regional Statistics Authority with the Federal Ministry of Interior to compare the data of the ministries with the census results.
4. Allocating the general census results to the Federal Planning Council and the Ministry of Planning in the Kurdistan Region.
5. Commitment to organizing statistical tables on the numbers of deportees, arrivals and displaced persons.
6. Sending a technical team from the Kurdistan Regional Statistics Authority to the census operations room.
7. Immediately start training enumerators in preparation for the census.

Amending the Triennial Budget Law

The Council also approved a proposal to amend Article (12/Second/C) of the Triennial Budget Law No. (13 of 2023) to include several points related to compensating the Kurdistan Regional Government for the costs of oil production and transportation, as the costs of production and transportation will be calculated by an international technical advisory body.

Developing the work of civil defense

In the framework of developing the work of civil defense, the Council approved allocating an amount of 25 billion dinars to the Ministry of Interior to establish 100 civil defense detachments in Baghdad and the governorates, and approved a direct contract with the Chinese company SANY to purchase 18 fire engines.

Supporting the educational and health sectors

In the field of supporting education, the Council of Ministers approved increasing the acceptance rate of top students from institute graduates from 10% to 20% for admission to universities. It also approved the establishment of institutes for higher health professions in several governorates.

Supporting the national industry

The Council approved providing a sovereign guarantee to establish a glass manufacturing plant in cooperation with lending banks, and also approved the inclusion of plastic granules in the customs fees decision.

Administrative reform and appointing officials

Within the framework of administrative reform, the Council approved the appointment of four general managers based on performance evaluation criteria. The Council also chose Islam Hassan Al-Saadi as the sixth member of the Board of Trustees of the Iraqi Media Network.

Completing stalled projects

in the field of infrastructure, the Council approved the establishment of a component for equipping medical devices and supplies within the emergency hospital project in Rania and increasing the cost of projects to demolish irregular buildings and build alternative schools.

Other decisions

The Council approved the draft law amending the fifth amendment to the Civil Aviation Law, amending the price of gas oil for the National Paralympic Committee’s wheels, and concluding lease contracts with the Independent High Electoral Commission.

These decisions are an important step towards enhancing public services and supporting the economy and infrastructure, and confirm the government’s commitment to achieving sustainable development in the country.  link
