{Economic: Euphrates News} A member of the Parliamentary Oil, Gas and Natural Resources Committee, Adnan Al-Jabri, confirmed on Thursday that the oil and gas law is still included in the Council of Ministers and has not yet reached the House of Representatives to vote on it.

Since the first session of the House of Representatives, in 2005, the draft oil and gas law has been locked in drawers, with disagreements preventing its final passage.

Al-Jabri told Al-Furat News: “The oil and gas law is still included in the Council of Ministers and has not yet reached Parliament, but there are follow-ups from specialized committees formed by the Council of Ministers.”

He added: “When the law reaches parliament, it will be read a first reading, and then it will be discussed and studied by the committee to be presented for second reading.”

He pointed out that “it is not possible to talk about the transfer of the project because so far it has not reached the House of Representatives and the committees of the Council of Ministers discuss it in the presence of the provinces heading to typeset the draft law and vote on it in the Council of Ministers and then send it to Parliament.”

Iraq exports an average of 3.3 million barrels of crude oil per day, and black gold accounts for more than 90 percent of the state treasury.

Iraq’s draft oil and gas law, which is available to parliament, stipulates that responsibility for managing the country’s oil fields should be vested in a national oil company and supervised by a specialized federal council.

He pointed out that “many factors affect the exchange rate, the most important of which is the leakage of the dollar to neighboring countries and internal dealing in local markets in a currency other than the national currency, as well as the lack of complete control over ports and smuggling.”

Which means that the exchange rate will continue to rise as long as there is import, uncontrolled outlets, and oil pricing in dollars, as all of these conditions are sustainable and cannot be changed.

For his part, Al-Sudani said in a press conference yesterday, Tuesday: “We support some banks that we trust are good and have achieved success, in order to be part of the solution to the dollar crisis,” adding, “One of the problems we face is that Iraqi law does not contain strong penalties.” And strict measures against those who are arrested as speculators in the dollar exchange rate.” 

It is another indication that it is not possible to do anything, whether for speculators or for the rising dollar prices, in clear statements that are consistent with the Iraqi authorities’ tendency to leave the market dollar price file without interference, that is, more like a flotation. 

This is confirmed by economic affairs researcher Haider Al-Sheikh, today, Wednesday (October 25, 2023), stressing the difficulty of ending the crisis of the rise of the dollar in Iraq.

The sheikh told “Baghdad Today”, “The crisis of the rise in the dollar exchange rate does not end, and the central bank has become unable to control the market, and some banks, exchange companies, and merchants have manipulated the price of the dollar. ” He added, “This is because the Central Bank imposed any sanctions on banks, exchange companies, and merchants on the price of the dollar, which manipulate the exchange rate. The ministry stated in a statement, “In the meeting, Al-Hashemi reviewed Iraq’s current efforts and its plan for the next stage in completing the technical files required to be submitted to the organization’s secretariat and preparing them in accordance with the organization’s conditions and fruitful cooperation with international organizations supporting Iraq’s accession to the organization and its quest to obtain full membership in the organization.”

He noted that “The Minister of Commerce stressed his support for Iraq’s accession to the organization, and set timetables for completing all files in accordance with the visions of the current government and in implementation of the provisions of the government curriculum and the high cooperation and cooperation with international organizations.”

 For his part, Zhang expressed the organization’s support for Iraq and his readiness to provide the necessary support for the success of Iraq's mission towards achieving accession, directing the Organization's Accession Department to organize special events for Iraq to help it succeed in its mission and complete all the files required of it to hold the upcoming negotiating rounds. A statement by al-Sudani's office said that discussions revolved around the ongoing implementation of the comprehensive national population and housing census. Additionally, the council reviewed recommendations stemming from the coordinative meeting among Arab Council for Population and Development member states. Furthermore, the meeting emphasized the imperative to monitor the execution of the National Population Policy Document (2023). 

Prime Minister Al-Sudani underscored the vital need for the population policy to harmonize with ministries’ strategies, thereby bolstering indicators in education, healthcare, employment, and housing. They highlighted the importance of implementing recommendation to streamline facilities for individuals with special needs across state institutions.

“The current escalation in Gaza threatens to destroy economic activity in the region,” he said.

World Bank President Ajay Banga warned yesterday that a war between Israel and Hamas could deal a serious blow to global economic development.

Banga told an investor conference in Saudi Arabia that he believed “what happened recently in Israel and Gaza will have a more serious impact on economic development,” adding: “I think we are at a very dangerous juncture.”

On the 19th day of the war on Gaza, Israeli aircraft continued to bomb civilians, and 4 Palestinians were killed in rocket fire by Israeli aircraft on the outskirts of the Jenin refugee camp in the West Bank.

The Palestinian Ministry of Health in the Gaza Strip documented 47 massacres that left 704 martyrs, bringing the total toll in two weeks to about 5800,15 martyrs, most of them children and women, in addition to more than injured.

...Everybody wants it today...I know everybody wants it.  So do I, but the truth is we're seeing things that's never been done before...They have the law out there and written.  They just haven't got to it...

I think we all know...if they were going to do it at 1310, 1305 or 1320 they would have already done this by now and they haven't...I hope and pray...the thing that they need is an international Article VIII compliant exchange rate...

A lot of different things that go on behind the scenes that your average person has no idea that it's even going on.  They're just looking for what we all are to some degree - When's it going to go, when's it going to happen. 

 But it's a complex process and the awesome thing about it is what we're seeing in public and behind the scenes is showing it's coming.  It's coming fast.  It's coming furious.  It's good.

 If you've been paying attention closely, it isn't just the oil and gas law anymore.  It's the oil, gas and natural resources law.

  They're going to add more to it so the citizens are going to benefit from this...that's all the politicians too. Everybody in the country is going to benefit from it...

Shafaq News/ In a meeting with French Ambassador to Iraq, Eric Chevallier, Kurdistan's Prime Minister Masrour Barzani reiterated the critical need for the federal government to release the region's financial dues.

During the meeting, the two sides discussed the latest developments in Iraq and the broader region, as well as opportunities to strengthen bilateral relations.

Prime Minister Barzani said that Baghdad should honor its financial commitments, "especially after the Regional Government provided necessary clarifications supported by precise data and information to the Parliamentary Finance Committee and relevant federal government authorities."

"The violation of the rights of employees in the Region cannot continue," he said. 

The meeting touched on maintaining security and stability in Iraq and the Kurdistan region, as well as safeguarding diplomatic missions and international coalition forces.

2023-10-29 04:22    Shafaq News/ The Minister of Construction, Construction, Housing and Public Municipalities, Bankin Rekani, reassured on Sunday that the federal government will soon send an amount of 700 billion dinars as part of the second agreed-upon installment to finance the salaries of employees and workers in the public sector in the Kurdistan Region for the last three months of the year 2023.

Rikani said during the conference he held inside the ministry building in the capital, Baghdad, “Today morning I spoke with the Prime Minister, Muhammad Shiaa Al-Sudani, and with the Minister of Finance, Taif Sami, and we received promises from them that if the Kurdistan Region delegation came to Baghdad, it would be possible the day after tomorrow to solve the problem that the regime was able to solve.” Accounts,” stressing that an amount of 700 billion dinars will be sent to the region.

He added that the atmosphere in Parliament and the federal government is positive and helps solve the problem, which is technical and there is nothing left to address.
