GOVERNMENT ADVISOR: THE IRAQI DINAR IS STABLE, BUT THE PARALLEL MARKET IS WITNESSING A SIGNIFICANT DECLINE IN THE VALUE OF THE DOLLAR.
The Prime Minister’s advisor for financial affairs, Mazhar Mohammed Salih, confirmed that the Iraqi dinar is witnessing remarkable stability, noting that the stability of the exchange rate represents an important indicator in financing the demand for external transfers for trade purposes at a fixed and stable rate.
Saleh told Al Furat News Agency, “The success of monetary policy in adopting solid operational targets for external transfers, particularly for import financing purposes, has had a significant impact on this stability.”
He added, “This policy is supported by highly commercially efficient foreign reserves, covering more than 15 months of imports, compared to the global standard of no more than three months as an indicator of the role of foreign reserves in price stability.”
The Prime Minister’s advisor explained that this “indicates a broad decline in the parallel exchange market during the current year,” stressing that this decline “has had a positive impact on lower inflationary expectations.”

You can look at what I just said from the usual “liberal’ standpoint and say to stop the killing but sometimes it takes killing to stop the killing, get it. Everyone wants the finaly outcome of peace, not just liberals. But how do you get there?
Do you have yet another 20 years of appeasement and thus continues terrorism or do you take this opportunity now to end this war on terrorism once and for all. But you end it by “winning it”. Remember that Iran could have resolved this peacefully and had months to do so and declined.
But there was never a sincere intent anyhow to negotiate, and it was all just a stalling tactic. They are trying the stalling again as I write this Newsletter today. Yes, they are that close to having a nuclear weapon. It is time to end this terrorist threat once and for all. How long is this “war on terrorism going to last”?
It has been how many years already? I count 24 years since 2001 when Afghanistan was attacked. But we all know these terrorist tactics have been going on for a very long time even before the 911 NYC attack. Folks it now 2025, come’on already…..
Currently it is Trump stalling for time as the Nimitz Carrier Strike Group nears the Middle East and is not expected to arrive until June 22. I believe this will be the decisive time period when the President of the U.S. will take action, if he does. So, today is Thursday and yesterday was my usual call to Iraq. This is really what I came to share with you today. I was told in discussions that if this Iranian issue can be resolved quickly, as within a couple weeks, they fully intend to move ahead with currency reform very quickly.
The only solid reason holding it back now is Iran. They had wanted to conduct the process prior to any real aggression from Israel but would not get the go ahead from the U.S. to move forward. Remember Iraq needs the full support of the U.S. for the Project to Delete the Zeros because the next stage preceding it has to be the reinstatement.
So, just this week the U.S. Treasury has said it will give a “green light” to go ahead, however with stipulations. First if they must complete successfully the Iranian issues and trade must resume to normal between the two countries.
Then the dinar stabilize again. The Project to Delete the Zeros must be successful with maintaining low rate of inflation. This will be the gauge. rate. So, we are getting very close but a lot rides on the Iranian issue.

On Thursday, June 12, 2025, economic and financial expert Nasser Al-Kanani predicted that the dollar exchange rate in Iraq would rise again in the coming period due to recent tensions in the region. He also indicated that the exchange rate could exceed 200,000 dinars per $100 if war breaks out in the region.
Al-Kanani told Al-Jabal platform, “With the recent security tensions, threats, and American moves to withdraw diplomats from Iraq and some countries in the region, as well as the mutual US-Iranian threats, the dollar has risen significantly in the past few hours. This rise, according to the data, will continue in the coming hours and days with the increase in tension.”
He explained that “this tension will push many citizens, as well as traders, to withdraw the dollar from the market, and increase import quantities for fear of any emergency that may occur due to the expected war in the region.” He indicated that “the outbreak of any war in the region will raise the dollar high in the local market and will exceed 200,000 dinars for every 100 US dollars, and perhaps more than that. Therefore, the Iraqi economic situation will remain turbulent, anxious, and unstable during the coming period, which will witness a continuous rise in the exchange rate and perhaps the prices of some other basic commodities.”
The region is witnessing tensions, marked by US withdrawals from several embassies, including Iraq, following Iranian threats to target US bases.
Earlier today, the US Embassy in Baghdad revealed that the evacuation of its citizens from Baghdad and the US Consulate in Erbil is mandatory, not voluntary, due to escalating regional tensions.
The embassy said in statements monitored by Al-Jabal that “the evacuation of our citizens is not voluntary, but rather a mandatory departure by official order.”
She added, “The departure is immediate, and we will not reveal the number of employees leaving for security reasons,” noting that “the departure order includes the embassy in Baghdad and the consulate in Erbil.”
She pointed out that “the departure of non-essential government employees came due to escalating regional tensions.”
Earlier today, the spokesman for the Commander-in-Chief of the Armed Forces, Sabah al-Numan, said that the evacuation of some US embassy staff was a “precautionary measure,” stressing that “the pace of stability is increasing.”
Al-Numan said in a statement received by Al-Jabal, a copy of which was received by Al-Jabal, that “all Arab and foreign diplomatic missions operating in Iraq enjoy the widest range of safe working conditions,” indicating that “the evacuation of some US embassy employees from Iraq or other areas in the Middle East is a precautionary and regulatory measure related to them.”
He added, “The evacuation decision has nothing to do with the presence of any security indicators on the ground within Iraqi territory.”
Al-Naaman pointed out that “all security indicators and briefings confirm the escalation of stability and the restoration of internal security throughout the country.”
He explained that “the security forces continue to implement their plans with high efficiency to ensure security and stability,” noting that “intelligence and field reports do not indicate the existence of actual threats that would impact the work of the missions or the general situation in the country.”
He continued: “The Joint Operations Command and other security agencies are monitoring all developments and confirming that they will continue to operate at a high level of readiness.”

There is not a lot to tell today. We all should know by now about the Israel / Iranian conflict going on, or should I say WAR? Either way you look at this war the questions that arise for all have us investors in the Iraqi dinar are –
How long is this going to take and will the U.S. get involved?
As far as the U.S. getting involved, I fully believe that there is an opportunity to end this global terrorism that should not get away at this point in time. We all want peace, but we also know Iran is stalling for time. Why? They want to mount a nuclear warhead on one of their ballistic missiles and destroy half of Israel in one blow.
This is the means of delivery and without it, Iran cannot launch their nuclear attack. Israel is striking hard on these missile sites. Go figure why?
I can say the next phase of the operation will be to at least attempt to use bunker -buster bombs on the many uranium enrichment sites to destroy them. Can they destroy them?
Are they too far down in the ground? Will it be able to penetrate? Right now, as I write this Newsletter the Israel IDF is softening up these enrichment sites from the ground in the hope that the bunker buster bombs can later penetrate. Will ground forces be needed?
Ground forces depend whether or not the U.S. Navy combat fleet can help. We certainly hope it will not go this far.
I will leave it to the experts to explain in more detail what is going on in this regard. There are some great videos of the recent news covered on this issue in the blog’s Political Section.
I encourage you to go watch them. I am not going to elaborate on them. You have ears and eyes, to watch them for yourselves. So, let’s concentrate instead more on how this all affects us investors, the dinar and the currency reform from the Central Bank of Iraq.
For timing of the RV standpoint, we are encouraged by the recent prophecies that this will not be a prolonged conflict with Iran and will end almost as soon as it begins. This to me means that whatever action is decided in the next two weeks by the Trump administration, it will not be an all-out ground war like the Operation Iraqi Freedom of 2003.
Much sooner than later there will be peace and prosperity in the middle east, but I cannot tell you a definite time period when this craziness will end. God is using Israel and the U.S. to cleanse the earth of this terrorist state. Remember God is spiritual and we are living in a physical world and so he choses to use physical resources to help him do his work on the earth.

Iran is attempting to impose a dilemma on the United States and the international community: either accept Iranian terms in nuclear negotiations or risk a long and challenging hunt for hidden Iranian nuclear material.
This dilemma is likely designed to harden Iran’s nuclear program against destruction either by securing an agreement on Iranian terms (which would presumably allow Iran to continue enrichment) or protecting Iranian nuclear material by hiding the material, thus making a US or Israeli effort to destroy the material more difficult.
Islamic Revolutionary Guards Corps (IRGC) Major General Mohsen Rezaei stated during an interview on June 20 that Iran has relocated its enriched material to a secure location to prevent it from being destroyed.
This statement is presumably intended to suggest to a Western audience that destroying all of Iran’s nuclear material would require a long, challenging, and possibly futile hunt for hidden material and that, therefore, the West should negotiate with Iran. Iranian officials have expressed their interest in negotiating a nuclear deal with the United States, but have not moderated their negotiating position from before the conflict.
Iran remains committed to preserving its stated “right” to enrich uranium. These Iranian demands over enrichment have been a non-starter for the United States and Israel in the ongoing negotiations, suggesting Rezaei’s statement is designed to increase the pressure on the United States and Israel to relax their positions. The United States and Israel have rejected Iranian demands and maintained that Iran will not be permitted to enrich uranium on Iranian soil. Israel launched its air campaign on June 12 to “degrade, destroy, and remove [the] threat” of Iranian weaponization of its nuclear program, and a senior Israeli official said that enrichment remains a red line. US President Donald Trump has threatened to support an air campaign targeting Iranian nuclear infrastructure if Iran fails to meet US demands for zero enrichment.

The Ministry of Trade announced plans on Saturday to develop infrastructure by digitizing services to accelerate trade and reduce costs. While indicating that the next phase requires political will and economic stability to prepare Iraq for an effective partnership in the global economy, the Ministry emphasized the need to strike a balance between protecting the national economy and global openness, as well as preparing for accession to the World Trade Organization.
Ministry of Trade spokesman Mohammed Hanoun told the Iraqi News Agency (INA): "The Ministry of Trade's plans to develop Iraq's trade policy include updating the legal and legislative structure by reviewing existing trade laws to comply with the requirements for joining the World Trade Organization, such as the Consumer Protection Law, the Competition Law, and the Anti-Dumping and Subsidy Law, and enacting new laws regulating intellectual property, e-commerce, and data protection, which are among the requirements of a modern market environment."
He pointed out that "the Ministry has adopted a more open and diversified trade policy by restructuring its trade policy to ensure a balance between protecting national products and opening up to international markets, expanding bilateral and multilateral trade partnerships, particularly with Arab countries, neighboring countries, and European and Asian markets, in addition to simplifying foreign trade procedures and reducing non-tariff barriers to facilitate the entry and exit of goods and services."
Hanoun pointed to "supporting and developing the private sector by enabling it to become a true partner in commercial activity by providing export incentives, supporting small and medium-sized enterprises capable of entering foreign markets, and qualifying local industries to compete regionally and internationally."
He explained that "developing the trade infrastructure by digitizing commercial services (such as company registration, issuing certificates of origin, and commercial contracts), developing the international exhibition system, activating the role of the General Company for Exhibitions to support the promotion of Iraqi products, and improving the performance of ports and border crossings in coordination with other entities to accelerate trade flow and reduce costs."
He added, "The development plans also include joining the World Trade Organization (WTO), resuming technical negotiations with the organization by updating the Iraqi accession file (which was frozen for long periods), and submitting offers on customs tariffs and market services, in accordance with the organization's requirements, in addition to building the capacity of technical cadres in the Ministry of Trade and related institutions to enable Iraq to negotiate efficiently, while coordinating with other ministries to prepare the economic and administrative environment in line with WTO standards."
He explained that "the plans also include transparency and business governance by enhancing the principle of transparency in commercial data through the regular publication of reports, prices, and indicators, and combating corruption and monopoly in the local market by activating regulatory bodies and implementing competition laws."
He continued, "We seek to achieve a balance between protecting the national economy and global openness, with a focus on preparing Iraq to join the World Trade Organization through legislative and institutional reforms, empowering the private sector, and developing the trade and services environment." Hussein Mounes, a member of the Iraqi Parliament's Finance Committee, ruled out on Saturday the government's submission of the federal budget schedules, while reviewing the main reasons for this move.
"There are several reasons for the government's exclusion from sending the federal budget schedules to parliament, most notably the financial deficit, unstable financial revenues, the lack of a real economic vision, and the approaching date of the legislative elections," Mounes told Shafaq News Agency.
He added, "The large deficit in the budget law amounts to 80 trillion dinars, which puts the government in a difficult position due to the lack of a real economic vision for completing the budget tables and submitting them to Parliament."
Parliamentary Finance Committee member Moeen Al-Kadhimi previously indicated that the budget schedules would likely reach parliament in early July .
Al-Kadhimi told Shafaq News Agency at the time that the Ministry of Finance had completed its observations on the budget law's schedules and submitted them to the Council of Ministers to express the government's opinion on the nature of the budget and the total amount compared to last year, in light of the decline in revenues achieved during the current year .
Al-Kadhimi explained that the Ministry of Finance is preparing the final schedules for the budget law after receiving the government's response to the submitted comments. He noted that the draft 2025 budget law is expected to be referred to the House of Representatives early next month after its approval by the Council of Ministers .
The delay in approving the 2025 federal budget in Iraq threatens financial stability, service and development projects, the disbursement of salaries and benefits, and other repercussions that directly impact the daily lives of Iraqi families, according to observers .
Observers believe the budget has become a "political tool" during election seasons, used as a means of pressure and bargaining between blocs, without regard for the impact of these procrastinations, which have continued for more than half a year .
Legal experts also believe that delaying the disbursement of financial allocations stipulated in the budget law constitutes a form of administrative corruption and opens the way for lawsuits to be filed against entities obstructing the implementation of the law LINK
