🇮🇶🔥 IRAN, KURDISTAN & CONTROL OF IRAQ: IS A STRONG IRAQ THE REAL THREAT?
🇮🇷NEWS:A new drone attack targeting facilities linked to Kurdistan Region Prime Minister Masrour Barzani has once again raised concerns about Iranian influence in Iraq. Kurdish authorities identified Iranian territory as the launch point.
⚠️But this goes beyond Kurdistan.
If Iran destabilizes bothErbil and Baghdad, it puts pressure on two critical centers of Iraqi power. A weak, divided, corrupt Iraq with multiple centers of power is much easier to influence than a sovereign Iraq with strong institutions and state control over weapons.
💰And this is where the economic dimension becomes critical:
An Iraq that reduces corruption, strengthens border and customs controls, modernizes its banking system, reduces the parallel economy, strengthens its institutions, attracts foreign investment, and diversifies beyond oil would havefar greater independence from Tehran.
🇮🇶 A stronger Iraqi state means:
🔹 Less power for militias 🔹 Less parallel-market activity 🔹 Less external dependence 🔹 Greater control over dollar flows 🔹 Greater economic sovereignty 🔹 More foreign investment 🔹 Stronger integration with the Gulf and the West
🔥And here is the strategic question:
Iran has incentives to preserve mechanisms of influence within a weak and fragmented Iraq. But the more pressure Iraq faces, the greater the incentive for Baghdad to build a truly sovereign state.
🇮🇶The real battle may not be purely military.
It may be over theeconomic, financial, and political future of Iraq.
If Baghdad succeeds in reducing militia influence, fighting corruption, modernizing its financial system, and strengthening economic relations with the U.S. and Gulf countries, Iraq could begin transforming from abattleground between regional powersinto asovereign state capable of negotiating with everyone.

One possible strategic objective could be to create tension between Erbil and Baghdad.
The potential scenario would look like this:
ATTACK ERBIL 🇮🇶 ⬇️ ERBIL DEMANDS ACTION FROM BAGHDAD ⬇️ BAGHDAD RESPONDS TOO SLOWLY ⬇️ KURDISH FRUSTRATION GROWS ⬇️ TRUST BETWEEN ERBIL & BAGHDAD WEAKENS
And that could benefit any actor that does not want to see a stronger, more unified Iraqi state.
🇮🇶 BUT LOOK AT WHAT IS HAPPENING RIGHT NOW
Baghdad and Erbil are actually moving in the opposite direction.
🤝 Greater security coordination 🚧 Joint border-security efforts 💻 ASYCUDA implementation 💰 Unified customs procedures 🛢️ Cooperation on oil and revenues 🔍 Joint efforts against smuggling and unofficial crossings

🔥 THAT CHANGES THE CONTEXT.
If someone wanted to weaken Baghdad–Erbil cooperation, creating insecurity in Erbil could be an effective way to put pressure on that relationship.
🎯 THE REAL QUESTION: WHAT HAPPENS NEXT?
If Erbil begins thinking:
“Baghdad says we are part of Iraq, but can Baghdad actually protect us?”
then political tensions could grow.
That is why Al-Zaidi’s response matters so much.
By ordering the investigation and demanding that the findings be made public, Baghdad is potentially sending a very important message:
🇮🇶 “An attack on Erbil is an attack on Iraqi territory—and the Iraqi state will determine who is responsible.”
That is very different from treating this as merely a Kurdish regional problem.
🇮🇷 AND WHAT ABOUT IRAN?
The KRG says the drones originated from Iranian territory. That is significant, but we must distinguish between where the drones came from and who ultimately ordered the attack.
It would therefore be premature to say:
❌ “Iran ordered this attack specifically to divide Baghdad and Erbil.”
But we can analyze the potential strategic effect:
If an outside actor wants to prevent deeper Baghdad–Erbil integration, destabilizing Erbil could create exactly the kind of political friction that would undermine that cooperation.

The attack could potentially produce the opposite effect.
If Al-Zaidi responds firmly:

💡 MY TAKE
The most important question is not only who launched the drones.
The bigger question is:
🇮🇶 HOW WILL THE IRAQI STATE RESPOND?
If Baghdad successfully identifies those responsible, protects Erbil, strengthens border control, and continues integrating security and economic systems with the Kurdistan Region, this attack could ultimately strengthen Iraqi sovereignty rather than weaken it.
And that would be a very different outcome from what a destabilizing actor might have intended.

Because right now, the real battle may be bigger than Erbil.

Starting October 1, border crossings in the Kurdistan Region will begin using ASYCUDA, the international electronic customs management system developed by UNCTAD/UN, replacing the current manual procedures.

The agreement also provides for 50% of the region’s customs revenues to be deposited into the Federal Treasury.
It also includes the restructuring of tariff classifications according to international standards and the closure of unofficial border crossings.

The truly important part may not be ASYCUDA itself.
The important part is that Baghdad and Erbil are working together to implement a national customs-management system.
And that raises a major question:

This is where the comparison becomes very interesting.

The HCL remains one of the major outstanding issues between Baghdad and Erbil, along with revenue-sharing.
That is why ASYCUDA could be showing us something much bigger:

🏛️ ARE WE SEEING A SHIFT IN THE MODEL?
Perhaps the story is not simply:
“Baghdad allowed Kurdistan to use ASYCUDA.”
But rather:
“Baghdad and Erbil are beginning to solve national issues through joint mechanisms.”
🔥 THAT DISTINCTION IS HUGE.
Because we are no longer talking only about politics.

And this pattern is beginning to appear in other areas as well.
🛢️ OIL: ANOTHER PIECE OF THE PUZZLE
In March 2026, Baghdad and Erbil agreed to establish a joint committee between the Federal Ministry of Oil and the KRG Ministry of Natural Resources to advance oil exports and return revenues to the Federal Treasury.
That gives us a structure worth watching:
ASYCUDA → CUSTOMS REVENUE
JOINT COMMITTEES → OIL & EXPORTS
PERMANENT COORDINATION → DISPUTE RESOLUTION
And then comes the big question:
🔥 HCL → A DEFINITIVE FRAMEWORK FOR OIL, GAS & REVENUES?
🇮🇶 WHY COULD THIS BE SO IMPORTANT?
Because the HCL would not simply be another law.
A federal hydrocarbons law could establish a clearer framework for:
🛢️ production 🛢️ exports 💰 revenues 📊 distribution 🏛️ federal and regional authorities 🤝 Baghdad–Erbil relations
And these have been some of the most difficult issues to resolve for years.
Therefore, if Baghdad and Erbil successfully implement ASYCUDA, maintain oil cooperation, and establish joint mechanisms that work in practice, they could be building the trust and administrative precedents needed to tackle much more difficult agreements.
⚠️ BUT LET'S BE REALISTIC
ASYCUDA does NOT mean the HCL has already been agreed upon.
It also does not mean HCL approval is imminent.
The dispute over oil, authority, and revenue-sharing has existed for many years, and significant differences remain.
But that does not diminish the importance of what we are seeing.
🔥 MY OPTIMISTIC TAKE
Perhaps the most important part of ASYCUDA is not the software.
Perhaps it is the precedent.
For the first time, we are seeing Baghdad and Erbil move forward together on infrastructure that directly affects:
Iraqi Prime Minister Advisor Mudher Muhammad Salih told state media that the sovereign digital currency does not introduce a new currency, but rather creates a "digital version of the Iraqi dinar" to enhance monetary policy and liquidity management; however, "it is not a substitute for economic and financial reforms."
🇮🇶💻 DIGITAL DINAR: ANOTHER PIECE OF THE PATH TOWARD AN RV? 💵🔥
📢 WHAT DOES THE NEWS SAY?
Iraqi Prime Minister’s Advisor Mudher Muhammad Salih explained that the future digital dinar will NOT be a new currency, but rather a digital version of the existing Iraqi dinar.
Its purpose will be to strengthen monetary policy, improve liquidity management, and modernize Iraq’s financial system.
And there is one particularly important statement:
👉 The digital dinar is not a substitute for economic and financial reforms.
In other words, Iraq is not presenting this as an isolated solution, but as another tool within its broader monetary and financial reform process.
🔎 WHY IS THIS INTERESTING FOR THOSE OF US EXPECTING AN RV?
This is where we can look at the bigger picture with optimism. 👀🇮🇶
The CBI’s objectives include exchange-rate stability, price stability, and reducing the gap between the official exchange rate and the parallel market.
💻 1️⃣ GREATER CONTROL OVER LIQUIDITY
With a more digitalized economy, the CBI can obtain faster and more accurate information about monetary movements while reducing dependence on physical cash.
That could help the CBI manage liquidity more effectively and strengthen the transmission of monetary policy.
📉 2️⃣ REDUCING VOLATILITY BETWEEN THE OFFICIAL AND PARALLEL RATES
One of Iraq’s major challenges has been the gap between the CBI’s official exchange rate and the rate seen in the parallel market.
A more digital, transparent, and controllable financial system could give the CBI more tools to address distortions, improve the flow of foreign currency, and stabilize the market.
📊 3️⃣ CONTROLLING INFLATION
And this is not a new concept within the CBI’s monetary strategy.
🇮🇶 Dr. Sinan Shabibi had already emphasized the importance of the CBI bringing inflation under control and moving it toward single-digit levels as part of the path toward greater monetary and exchange-rate stability.
That is why, for those of us expecting a future RV of the Iraqi dinar, keeping inflation under control and at single-digit levels is an extremely important economic indicator.
🔥 Controlled inflation + exchange-rate stability + a narrowing official/parallel-market gap = a much more favorable environment for any future monetary reform.
🇮🇶 4️⃣ AND WHAT ABOUT “DELETE THE ZEROS”?
This is where things get even more interesting. 🔥
The Delete the Zeros project is designed to change the denominations of the Iraqi dinar, and according to what our CBI Intel has explained to us, it is expected that this process could contribute to an increase in the dinar’s REER (Real Effective Exchange Rate) and strengthen its real value within the economy.
💻 An increasingly digital monetary system could also help make that transition much easier to implement.
Why?
Because a redenomination would require the proper conversion of:
💰 cash 🏦 bank deposits 💳 electronic payments 💵 salaries 📑 contracts 🏠 prices 📊 accounting records
A well-developed digital system could allow these conversions to be carried out in a much more organized, rapid, and controlled manner.
🔥 For those of us watching the bigger picture, this is why the combination of monetary reform + digitalization + inflation control + exchange-rate stability + Delete the Zeros is so significant.
🇮🇶 MY OPTIMISTIC TAKE
For those of us expecting an RV of the Iraqi dinar, I would not look at this news simply as:
“IRAQ IS GOING DIGITAL.”
I would look at it as another piece of monetary infrastructure that could help the CBI regain greater control over its own currency.
The CBI is working toward exchange-rate stability, price stability, and a reduction in the gap between the official and parallel markets.
And now we see another piece moving forward:
PHYSICAL DINAR ➡️ DIGITAL DINAR ➡️ GREATER MONETARY CONTROL ➡️ GREATER STABILITY ➡️ REFORMS ➡️ DELETE THE ZEROS ➡️ HIGHER REER ➡️ POSSIBLE EXCHANGE-RATE REFORM? 🇮🇶💵🔥
This does NOT mean an RV has been announced.
But it does mean Iraq continues to build tools that could make a future monetary reform more manageable and executable if the authorities ultimately decide to implement one.

The key is watching the indicators:
