The Secretary-General of OPEC, Haitham Al-Ghais, embarked on a two-day visit to Baghdad in August 2024. The visit aimed to strengthen bilateral communication on developments in the oil market and to foster cooperation within OPEC and OPEC Plus. 

Al-Ghais's trip to Baghdad was part of a broader effort to enhance and expand the horizons of cooperation in OPEC and OPEC Plus.  This included discussions on strategies to maintain stability in global oil markets and ensure that member countries adhere to agreed-upon output cuts. 

Bilateral Talks

During his visit, Al-Ghais was scheduled to meet with Iraq's Oil Minister and other officials to discuss ongoing efforts to stabilize oil prices and production levels These discussions were crucial in reinforcing Iraq's commitment to the OPEC+ alliance's decision to voluntarily reduce crude oil production. 

Iraq's Commitment

Iraq has been a key player in the OPEC+ agreement, renewing its commitment to the output cut agreement in August 2024  The Ministry of Oil stated that it had taken real and tangible steps to reduce production levels while working to compensate for previous overproduction. 

Conclusion

The Secretary-General of the Organization of the Petroleum Exporting Countries (OPEC), Haitham Al-Ghais, arrived in Baghdad on Wednesday.

The official spokesman for the Iraqi Ministry of Oil said in a statement today, August 28, 2024, "The Secretary-General of the Organization of the Petroleum Exporting Countries, Haitham Al-Ghais, arrived in Baghdad on a two-day visit."

He added, "The visit comes within the framework of bilateral communication on developments in the oil market, in addition to enhancing and expanding the horizons of cooperation in the Organization of the Petroleum Exporting Countries (OPEC) and OPEC Plus."

The ministry spokesman said, "Al-Ghais's visit schedule includes meeting with the Iraqi Oil Minister and a number of Iraqi officials."

Sabah Subhi, a member of the Oil and Gas Committee in the Iraqi Parliament, had previously told Kurdistan 24, “Iraq has exceeded its share of oil exports in OPEC, and must reduce its exports next year. Therefore, Iraq is obstructing all attempts to resume the export of oil from the Kurdistan Region.”

Sabah Subhi added, "The Iraqi Ministry of Oil is obstructing all attempts to resume the export of oil from the Kurdistan Region."

He explained that "Iraq exceeded its share of oil exports in OPEC by 1.4 million barrels out of the 3.6 million barrels allocated to it," adding that "OPEC has repeatedly warned Iraq against exceeding its share of oil exports."

As of March 25, 2023, crude oil exports from Kurdistan fields and Kirkuk province to Turkey via the Turkish port of Ceyhan have been halted.

In addition to suspending all oil activities of foreign companies operating in Kurdistan fields, after the decision of the International Arbitration Court in Paris that these exports are illegal.

This decision comes as a result of a lawsuit filed by the federal government against Turkey at the International Court of Arbitration in Paris in 2014, due to its allowing the flow of Kurdistan oil into its territory and its export without Baghdad’s approval.

According to an agreement concluded between Baghdad and Ankara in 2010, the State Oil Marketing Organization (SOMO) is the only entity authorized to export, market and sell Iraqi oil in global markets.

Kurdistan used to export 450 thousand barrels daily to Turkey, to secure the salaries of its employees and its financial revenues, due to the absence of an oil and gas law regulating the management of oil wealth in Iraq.

On April 4, 2023, Erbil and Baghdad reached an interim agreement until the Iraqi parliament passes the oil and gas law.

This agreement stipulated that the Kurdistan government would hand over 400,000 barrels per day to SOMO, form a joint four-party committee to oversee the sale of oil in global markets, open an independent account at the Central Bank to deposit financial revenues, and appoint a representative from the regional government as Deputy Director General of SOMO.  link

This expenditure pattern underscores Iraq's need to import a wide range of products that it cannot produce domestically.

The countries at the forefront of supplying Iraq with these imports have been identified as major trading partners. These nations play a crucial role in fulfilling Iraq's demand for various commodities and manufactured goods.  The specific list of top suppliers varies based on the type of goods and services Iraq requires and the prevailing trade agreements at any given time.

Impact of Import Spending

The high import spending has implications for Iraq's economy and budgetary planning. It affects the country's trade balance, potentially leading to a trade deficit if imports significantly outweigh exports. Moreover, the reliance on imported goods can stifle the growth of local industries and businesses, which might struggle to compete with foreign products. 

Budgetary Measures

In an attempt to address budget rigidities and manage fiscal space, the Iraqi government has implemented various measures. These include the introduction of a multi-year budgeting approach by Prime Minister Muhammad Shia' Al-Sudani, encompassing the fiscal years 2023-2025.  Such measures aim to enhance long-term planning and economic stability.

Economic Recovery and Oil Sector

The Ministry of Planning revealed "the volume of Iraq's annual imports."

The Ministry's spokesman, Abdul Zahra Al-Hindawi, said in a statement to the official media, that: “Iraq imports many goods and merchandise from various countries of the world, including foodstuffs of various kinds and shapes, including electrical, construction, engineering, chemical, agricultural, medical, health supplies, and cars.”

He added, "The volume of annual imports reaches no less than 50 billion dollars."

Shaaban Forotan, a member of the Board of Directors of the Joint Iranian-Iraqi Chamber of Commerce, has revealed that the majority of trade activities between the two nations, particularly at the level of traders and exporters, are conducted using the Iranian Rial.

This significant shift towards the Iranian Rial in bilateral trade is indicative of a strategic move to bypass certain economic challenges. While the dollar has traditionally been a dominant currency in international trade, the current trend shows a notable departure from this norm. Financial transactions between Iraq and Iran have increasingly favored the Rial, with traders and exporters opting to conduct their business in this currency.  

The Role of Sanctions

The preference for the Rial can be attributed, in part, to the sanctions imposed on Iranian banks, which have complicated transactions in other currencies. This has led to a practical adaptation by traders who have found alternative methods to settle their accounts through their networks in Iraq, Iran, or third countries such as the United Arab Emirates, without direct recourse to dollar transactions. 

Challenges and Opportunities

Despite the challenges posed by fluctuating prices of Iranian goods in the Iraqi market.   the increasing reliance on the Rial within bilateral trade offers potential opportunities for both economies. The move not only reflects a strategic response to external pressures but also highlights the resilience and adaptability of the trading relationship between Iran and Iraq.

 Economy  2024-08-27 |1,414 views  Alsumaria News – Economy  Shaaban Forotan, a member of the Board of Directors of the Joint Iranian-Iraqi Chamber of Commerce, revealed today, Tuesday, that the largest part of trade between Iraq and Iran, at the level of traders and exporters, is carried out through the Iranian riyal.

"Most Iranian exporters now work in riyals in trade with Iraq, and financial transactions between the two countries will continue without using the Iranian riyal, i.e. also in dollars.

This does not mean the complete elimination of the dollar, but a large portion of traders conduct their transactions without the dollar," Forotan said in statements to Iranian media.


He explained that "the commitment to trade in dollars does not include all product groups, but the exchange of riyals into dollars cannot be implemented due to sanctions imposed on banks, and riyal traders earn from selling goods in the Iraqi market through their contacts with the stock exchanges of Iraq and Iran or a third country such as the United Arab Emirates, and they do not have the possibility of direct settlement."

He pointed out that "the supply of Iranian goods faced a problem in the Iraqi market, which is the multiple increase in the prices of goods in Iran during the year, while prices are expected to increase only once a year."  LINK

  • As this afternoon Redemption Center screens were showing 15 different currencies with solid new live rates. There will be new currency rates on 19 different currencies including the USN. It was suspected that all 19 would be solid on the screens tomorrow Wed. 28 Aug. 2024.
  • The screen rates at the Redemption Centers are going to be three times higher on the Dinar and twice as high on the Dong than at a bank.
  • The new Rates are going to be between $4 and $7.
  • The contract rate on the Dinar will be offered.
  • Emails are going out to Redemption Center operatives at around 4:30 tomorrow afternoon  Wed. 28 Aug.

In a significant development for Iraq's infrastructure and economy, Prime Minister Mohammed S. Al Sudani has announced the completion date for the first phase of the Grand Al-Faw Port. The project, a cornerstone of the Development Road initiative, is set to be operational by mid-2025.  marking a milestone in Iraq's vision to transform into a regional trade and development hub.

Strategic Vision and Economic Impact

The Grand Al-Faw Port, located at the mouth of the Shatt al-Arab, where the Euphrates and Tigris rivers meet before flowing into the Persian Gulf, is poised to be the Middle East’s largest port.  Its construction, led by South Korean Daewoo with a $5 billion agreement, spans a vast area of 54 square kilometers (33.5 square miles). Farhan al-Fartousi, the director general of the General Company for Ports of Iraq, highlighted the port's planned facilities, including oil and gas refineries, industrial sites, and tourism venues, as well as its impressive capacity of 90 docks.

The project's strategic vision extends beyond mere infrastructure development. It aims to revitalize Basra and establish it as a central trade and development node. With a phased completion timeline extending to 2030, 2038, and finally 2050, the port's full operational readiness will coincide with the completion of its supporting facilities, heralding a new era of economic prosperity for Iraq.

Key Economic Projects

In a significant move, Prime Minister Al-Sudani emphasized the importance of the Al-Faw Integrated Oil Refinery Project, which is part of the government’s plan to enhance oil refining capacities and attract foreign investments.  The contract for this project was signed between the Ministry of Oil/South Refineries Company and China National Chemical Engineering (CNCEC). With a refining capacity of 300,000 barrels per day and adherence to global environmental standards, the project will utilize modern technology to provide petroleum derivatives for local consumption and export.

The refinery project will be executed in two phases: the first focusing on refining operations, and the second on constructing a petrochemical complex with a capacity of 3 million tons per year, alongside a 2000 MW power plant. Additionally, the establishment of the Al-Faw Oil Refinery Technology Academy will train 5,000 Iraqi personnel to manage the refinery in the future, creating jobs for young people and graduates, and stimulating local industries.

Regional and International Cooperation

The Development Road project, which encompasses the Grand Al-Faw Port, received a boost with a preliminary agreement between Iraq, Türkiye, Qatar, and the United Arab Emirates (UAE).  The $17 billion project involves linking a major commodities port on Iraq's southern coast by rail and road to the border with Türkiye. The 1,200-kilometer (745-mile) infrastructure aims to position Iraq as a transit hub, connecting Asia and Europe and enhancing regional economic ties.

The Prime Minister stressed that Iraq has received major Egyptian investors in infrastructure and residential city projects, the implementation of which will start soon, noting that the doors are open to Egyptian businessmen and companies, whose presence in Iraq is important to us, due to their successful experiences, and within a political direction to lead the two countries towards more cooperation and integration.

The Prime Minister stressed that the government is launching investment opportunities in all industries, modernizing production lines, and the principle of partnership between the public and private sectors, and that a group of industrial cities have been identified within Iraq, in conjunction with the Development Road Project, as an important strategic project, and today we have partnerships with Qatar, Turkey and the Emirates regarding this project, and that the first phase of the Faw Port will be completed by the end of 2025, and it will be a qualitative addition to the region, along with the largest industrial city.

For their part, Egyptian businessmen and companies expressed their readiness to work in Iraq in various fields, including the development road project, the pharmaceutical industry, hospitals, infrastructure and construction industries. They also spoke about the existence of promising partnerships between the Iraqi and Egyptian private sectors.

Preparations for the Dialogue

On August 27, 2024, Iraq's National Security Advisor, Qasim al-Araji, is set to participate in the inaugural session of the high-level dialogue with NATO. This meeting marks the beginning of a significant partnership between Iraq and the alliance, aimed at enhancing regional stability and security.

Before the dialogue, al-Araji met with Iraq's Ambassador to Brussels, Ahmed Tahseen Berwari, to discuss the agenda and key issues that Iraq's mission in Brussels will address.  The Iraqi embassy in Brussels reported that the visit included a delegation comprising the Prime Minister's advisor and representatives from the Ministries of Defense, Interior, and Foreign Affairs. 

During the meeting, Ambassador Berwari provided an overview of the discussions planned with NATO, highlighting topics such as military and security cooperation between Iraq and NATO.

The dialogue aims to strengthen Iraq's cooperation with NATO and the European Union, emphasizing Iraq's growing role as a partner.  It will cover ways to enhance the partnership, including capacity building for Iraqi security forces, border security, combating drugs and terrorism, and the file of the Syrian Al-Hawl camp. 

Al-Araji has confirmed that NATO's mission in Iraq is advisory, not combat-oriented, and that long-term partnership with NATO is to achieve Iraq's interests and fight terrorism He also emphasized the importance of dialogue and partnership with NATO to achieve Iraq's security and stability. 

Iraq's Position on Regional Issues

In a speech on the sidelines of the dialogue, Al-Araji referred to Iraq's position on regional issues, including its stance on the situation in the Gaza Strip and the importance of adopting dialogue and diplomatic channels to resolve international crises and conflicts. 

Baghdad's Keenness on Cooperation

Iraq has expressed keenness on cooperating with NATO, highlighting the country's interest in enhancing security and stability through strategic partnerships.
