IRAQ IS PREPARING TO TRANSLATE THE OUTCOMES OF THE WASHINGTON TALKS INTO DEVELOPMENT PROJECTS.

Iraq and the United States of America launched an economic partnership that represented a highly important strategic transitional phase, especially after the two countries signed 48 agreements and memoranda of understanding worth more than $60 billion, aimed at expanding the prospects of cooperation in the energy, oil, electricity, industry, technology and financial sectors, a step that specialists considered necessary to achieve developmental leaps in various economic sectors.

Partnership pillars

Despite the diverse agreements and partnerships signed between the two countries during Prime Minister Ali Faleh al-Zaidi’s recent visit to Washington, Dr. Nagham Hussein, Dean of the College of Business Economics at Al-Nahrain University, believes that the most prominent aspect of the Iraqi-American economic partnership is in the energy sector, explaining that this sector is the cornerstone of the partnership and aims to invest in reducing associated gas flaring will increase revenues, lower imports, boost electricity production, improve energy security, attract US companies to invest in oil, gas, and renewable energy projects, and facilitate the transfer of modern technology and management expertise. Natural resources.

Banking and digital systems

In an interview with Al-Sabah, Hussein added that the second pillar of the partnership between the two countries aims to build a more efficient and transparent financial sector by modernizing banking and digital systems, enhancing compliance with international standards in combating money laundering and terrorist financing, expanding financial inclusion and increasing the use of electronic payment methods, as well as improving the investment climate and connecting Iraqi banks to the global financial system. She noted that the economic partnership aims to develop human resources, modernize educational curricula and align them with labor market needs, expand cooperation between Iraqi and American universities, and thus support scientific research and innovation, preparing qualified personnel capable of leading the transformation. Digital and knowledge economy.

She explained that the focus of sustainable economic development can be activated through economic diversification and reducing dependence based on oil, supporting the private sector and small and medium enterprises, improving infrastructure, attracting foreign investment, creating sustainable job opportunities and achieving inclusive economic growth.

Free zone

In a related context, the academic, Dr. Amr Hisham, pointed out that the topic of economic partnership between countries is an important concept that has existed since ancient times, indicating that this concept is governed by political relations, but in reality there are successful models. 

Hisham explained to Al-Sabah that the partnership could be through the creation of a free zone, such as the economic partnership between America and Canada, as well as Mexico. This economic partnership could then develop into a customs union, then a common market, and finally reach an economic union like the European Union.

Successful models

Hisham stated that there are stages to partnership, and there are also successful models such as the United Arab Emirates, which established an economic partnership with America. Singapore also succeeded in establishing an economic partnership with America, and Singapore followed the same path, indicating that this means that many countries in the world are exploiting the American umbrella politically, militarily, and economically.

He called for the need to move towards reducing customs barriers between the two countries on goods and services and to benefit from investments entering and leaving, noting that Iraq has an investment law that allows foreign investments to enter.

Global energy power

He stated that Iraq is a global energy power and is the third or fourth largest oil producer in the world, noting that it could also be a source of gas to South Asian markets. He stressed the need to develop the oil and gas industry and shift towards petrochemical industries while increasing oil storage and absorption capacities, calling for finding alternatives to the Strait of Hormuz by establishing large and expanded oil pipeline networks.
