Nouri said, during his hosting on the {Free Words} program on the Al-Furat satellite channel, that: “Voting on the three laws {personal status, general amnesty, and return of real estate} was against the law, as they were voted “one basket” and one hand raise, which he considered a legal violation.”
He added that “the Personal Status Law was approved by all, while the general amnesty and real estate return laws were not approved, and they were passed according to a political agreement and not through parliamentary vote.”
Regarding the budget, Nouri explained that “the amendment of Article 12 of it was voted, and the government has begun to amend the schedules, and it is possible to send them within the next few days, and they will be fully voted on during the current month.”
He denied “the existence of any Shiite discourse that adopts terrorism, stressing that all parties do not believe in terrorism at all,” consoling “the confusion of provincial councils to the fragility of alliances.”
Nouri said that “its formations came away from the central agreements, and were not formed on the basis of sober alliances stemming from the decision-making center in Baghdad,” pointing out that “some governorates started with projects, while others were preoccupied with differences, which disrupted the implementation of projects, and the government is forced to provide financial allocations.”
He stressed “the existence of funds in Iraq; however, there is a financial deficit, most of which is fictitious and paper and not real,” calling on the Ministry of Finance to “invest the funds of non-oil outlets to support the federal budget.”
Nouri predicted that “the upcoming elections will reflect negatively on the provincial councils governed by political mood,” stressing that “the elections will not be postponed, because they are a constitutional right, and the government and political forces are ready to fight this track on time.”
Regarding the electoral law, the deputy of the state of law revealed “putting forward three proposals, that the law be {in multiple electoral districts, or large constituencies in two districts except Basra and Nineve with three constituencies, or going to the 20-80 proposal}.”
He pointed out that “many political forces have been harmed by the Small Circles Law, and that all these proposals will be presented to members of the House of Representatives for discussion.”
Nouri concluded that “the current election law produced incoherent provincial councils.”
