In preparation for any emergency" .. The State Administration meets again to discuss internal and regional files

2/9/2025

The "State Administration" coalition will hold a meeting this evening, Sunday, to discuss three important files related to security, the economy, and the changes in the region and their consequences.

An informed source explained to Shafaq News Agency that the political forces within the State Administration Coalition, which requested to postpone the meeting the day before yesterday indefinitely, returned and informed the Prime Minister of their readiness to discuss their proposals related to the files on the table, and as a result, it was agreed to hold the meeting this evening.

The source pointed out that "among the important files that the meeting will discuss is supporting the Central Bank to be the controller of all transfers and banks that adhere to the conditions and mechanisms imposed by the Federal Bank and the Central Bank, in addition to the political file with all its details, especially completing the necessary procedures to hold the upcoming elections on time. The security and political challenges in the country and the region will also be discussed, and their repercussions on Iraq, with an emphasis on preparing for any emergency by unifying positions and giving priority to the public interest over partisan interests."

The source stressed that "the meeting will consider the major changes resulting from the decisions of the world's influential powers, which push towards taking measures to confront future challenges," referring to the statements of Israeli Prime Minister Benjamin Netanyahu regarding the establishment of a Palestinian state on Saudi lands, in addition to US President Donald Trump's threat of subsequent decisions regarding the region, as well as the movement in the US Congress to place some armed factions on the list of terrorist organizations.

Regarding the controversy over the recent laws voted on by the House of Representatives, such as amending the General Amnesty Law, the Personal Status Law, and the Law on Returning Properties to Their Owners in Kirkuk, the source said that the matter is “left to the legal authorities concerned with the matter (the Federal Court),” adding that “the matter is not new,” as in 2008 three laws were passed in one basket, namely the General Amnesty Law, the Federal Budget Law, and the Law on Governorates Not Organized in a Region.

In the context, a leader in the "Hikma" movement, led by Ammar al-Hakim, revealed the reasons for not holding the meeting of the State Administration Coalition called for by Prime Minister Mohammed Shia al-Sudani, yesterday, Saturday.

Rahim Al-Aboudi told Shafaq News Agency, "There are differences between the political forces regarding a number of issues and files, most notably the issue of the recent guardianship order issued by the Federal Supreme Court," indicating, "There was a political vision calling for giving the Federal Court the necessary time to process the appeal submitted by some representatives."

Al-Aboudi added: "Today, Sunday, there will be an important meeting of the State Administration Coalition, according to the invitation of Prime Minister Mohammed Shia al-Sudani, and important topics related to developments in the political scene and international pressures that Iraq is going through will be discussed."

Al-Aboudi explained that "the meeting today is 90% certain, but if an emergency occurs or any political party withdraws from the meeting, it may be postponed to another date."

The State Administration Coalition decided to postpone the meeting scheduled for yesterday, Saturday, until further notice, in order to give the Federal Court the opportunity to address the appeal against the decisions to ratify the “single basket” laws, which include draft laws on the general budget, general amnesty, and personal status.

A source told Shafaq News Agency yesterday that there are visions and proposals that have not yet been completed within some of the framework forces and the state administration, which prevented the meeting from being held on time, which included discussing important political, security and economic files, in addition to regional and international developments.

The "State Administration" coalition includes the Shiite parties (the Coordination Framework), the Sunni blocs (the Progress and Sovereignty Alliance), and the Kurdish parties (the Kurdistan Democratic Party, the Patriotic Union of Kurdistan), and since its formation it has aimed to support a consensus government to ensure the stability of the political process and implement agreements between the political blocs.

Al-Sudani: The door is open for Kuwait to enter into development projects

2/9/2025

Prime Minister Mohammed Shia Al-Sudani called on the State of Kuwait, on Sunday, to invest in vital development road projects in Iraq.

This came during his meeting today in Baghdad with the Kuwaiti Ambassador to Iraq, Hassan Mohammed Al-Zaman.

Al-Sudani pointed out, according to a statement issued by his media office, the depth of relations between the two countries, and the importance of consolidating and expanding them at various levels and stages.

During the meeting, the Prime Minister stressed his aspiration to strengthen constructive bilateral cooperation in several fields, pointing to the available opportunities and the availability of an appropriate investment environment for the work of Arab and foreign companies, including Kuwaiti companies.

The statement quoted Al-Sudani as saying that the door is open for the State of Kuwait to enter into development projects and benefit from the announced investment opportunities, which contributes to strengthening economic integration and interconnected interests between the two countries.

In April 2024, Iraq, Turkey, the UAE, and Qatar signed a quadripartite agreement on the Iraq Development Road Project, under the auspices of Iraqi Prime Minister Mohammed Shia al-Sudani and Turkish President Recep Tayyip Erdogan.

The agreement aims to enhance cooperation regarding the Iraq Strategic Development Path project, as the four countries will work to establish the necessary frameworks for implementing the project, according to a statement issued by the Prime Minister's Office.

The strategic project of the development road is expected to contribute to stimulating economic growth and strengthening regional and international cooperation relations, as it will achieve economic integration and sustainability between the East and the West.

The project will also increase international trade, facilitate the movement of goods, provide a new competitive transportation route, and enhance regional economic prosperity.

It is worth noting that the "Development Road" project is a land and railway road extending from Iraq to Turkey and its ports. The length of the road and railway is 1,200 kilometers inside Iraq, and it aims primarily to transport goods between Europe and the Gulf countries.

The project's investment budget amounts to about 17 billion US dollars, of which 6.5 billion is for the expressway, and 10.5 billion for the electric train. It will be completed in 3 phases, the first ending in 2028, the second in 2033, and the third in 2050.

The project is expected to provide about 100,000 job opportunities in the first phase, and one million job opportunities after its completion.

Iraq Ratings Affirmed At 'B-/B'; Outlook Stable, 10 FEB

Iraq Ratings Affirmed At 'B-/B'; Outlook Stable

Overview

Iraq passed an expansionary three-year budget program in 2023, which will likely lead to rising general government debt.

The country has a history of under-spending on budgetary targets but heightened regional tensions alongside parliamentary elections in late 2025 will pressure fiscal finances.

Despite OPEC+ production cuts continuing into at least the first half of 2025, we expect Iraq's sizable oil export volumes will support external surpluses and foreign exchange reserves remaining in excess of $100 billion over 2025-2028.

We therefore affirmed our 'B-/B' ratings on Iraq. The outlook is stable. link
