Optimism of Nechirvan Barzani’s visit to Baghdad and expectations of a resolve important files

Shafak News / A deputy from the Kurdistan Democratic Party confirmed on Sunday that the visit of the President of the Kurdistan Region Nechirvan Barzani comes to solve the salary file of the region’s employees and amend one of the articles of the Federal Budget Law, while a deputy from the State of Law Coalition expected that Barzani’s meetings with the coordination framework will lead to solving the issue of salaries.

“The Kurdistan Region Delegation, Headed By The President Of The Region Nechirvan Barzani, Will Meet Upon His Arrival In Baghdad With The Prime Ministers, The Republican Parliament And A Number Of Political Leaders,” A Member Of The Parliamentary Oil Committee, MP For The Kurdistan Democracy, Sabah Subhi, Told Shafak News.

He pointed out that “the meetings will discuss the salaries of employees and the amendment of Article 12 of the Federal Budget Law, and the re-export of oil through the Turkish Ceyhan line and the dues of companies operating in the region will also be discussed.”

In turn, the deputy for the State of Law, Baqer Al-Saadi, told Shafaq News that “the meeting of the President of the Kurdistan Region Nechirvan Barzani with the coordination framework in Baghdad is expected to lead to solving the salary crisis.”

“The meeting will also discuss the upcoming parliamentary elections,” he added.

The President of the Kurdistan Regional Government, Nechirvan Barzani, is expected to arrive in Baghdad on Sunday evening to participate in the meeting of the “State Administration”, carrying with him the salary files of the region’s employees, the budget, oil export, the upcoming elections and others.

It is noteworthy that observers confirmed to Shafaq News Agency on Saturday that this visit may be the “last chance” for Baghdad, and if permanent solutions to the outstanding issues are not reached, the Kurds may decide to withdraw from the Iraqi political process.

Citizens in the Kurdistan Region live a semi-disabled life, due to the expansion of the general strike in government departments, schools, universities and traffic circles, especially in Sulaymaniyah, because they have not received salaries for months.

For years, the salary file in the Kurdistan Region has not been resolved, and remained suspended between tug-of-war with the federal government, and every year this controversy is renewed with the approval of the federal budget, which sets conditions on the region in exchange for receiving its share of it, most notably the delivery of oil imports, but two years ago, after the region stopped exporting oil through the Turkish port of Ceyhan, the federal government turned the salaries of employees into “an advances” provided to the region.

In February 2024, the Federal Supreme Court obliged the Baghdad government to pay the salaries of the employees of the Kurdistan Region directly, without sending them to the regional government, after months of delaying the delivery of salaries.

Earlier in the day, the Kurdistan Regional Government, ministers and representatives of the region in Baghdad called on the federal government to guarantee full 2025 salaries without decrease.

The Iraqi army maintained its 43rd place in the world in terms of the number of its combat-ready forces, based on more than 60 individual factors, including the number of military units, financial resources, logistical capabilities, and geographical considerations, according to the American website "Global Fire Power (GFP).

The website said, according to a report translated by the Iraqi News Agency (INA): "Iraq maintained its position in the global military power ranking for the year 2025, in 43rd place out of 145 countries evaluated in terms of available military power," noting that "the Iraqi army came in fourth place in the Arab world."

The website added, "The ranking is based on more than 60 individual factors, including the number of military units, financial resources, logistical capabilities, and geographical considerations, and uses the Global Military Power Ranking formula, which allows smaller, more technologically advanced countries to compete with larger, less developed powers, to calculate each country's "Power Index" score."

It continued, "The current year's global military power ranking includes 145 countries worldwide, and Iraq's ranking reflects its current military status."

The Prime Minister’s Advisor for Financial Affairs, Mazhar Mohammed Saleh, stressed on Sunday the importance of adopting the ASYCUDA system in the Iraqi Customs Department, pointing to its role in reducing delays at border ports and promoting international trade.


Saleh explained that the ASYCUDA system, developed by the United Nations Trade and Development Organization (UNCTAD) since the 1980s, adopts modern digital technology to simplify and accelerate customs operations.

He added that Iraq is applying the second generation of this system, which relies on cloud technology to provide comprehensive automation of customs processes, including data recording, fee assessment, customs clearance, and records management.


He pointed out that the implementation of the system is in line with the government program to enhance non-oil revenues to reach 20% of total public revenues, explaining that the joint cooperation with the United Nations aims to improve control and customs collection systems and control import and export operations according to the best digital standards.


Saleh revealed that the General Authority of Customs and the Border Ports Authority completed the implementation of the system during the past year, while providing high-quality digital infrastructure to develop customs work in 2025, stressing that this system contributes to reducing corruption by reducing human interaction and adopting full automation, which increases transparency and supports efficiency.


He pointed out that ASYCUDA enhances international trade by speeding up the customs clearance process and reducing administrative obstacles, in addition to providing a comprehensive database that supports economic and trade policymaking, pointing to its role in improving border security by tracking and inspecting shipments more accurately to combat smuggling and illegal activities.


Saleh concluded by saying that ASYCUDA represents a vital tool to achieve a balance between facilitating trade and border protection, stressing that Iraq joins a group of Arab countries, such as Jordan, the UAE, Saudi Arabia, and Egypt, which apply this system at customs ports in an integrated manner.
