The Central Bank of Iraq, on Wednesday, January 1, 2025, confirmed its success in committing to its program related to foreign transfers and moving to the correspondent bank system.

A statement from the bank, received by Baghdad Today, said that “it has been transferred from external transfers through the electronic platform to the work of Iraqi banks through their banks through external correspondence.

The bank added that “this transition is taking place through stages of the external transfer process, which began with the foreign currency sale and purchase window and moved to the stage of the electronic platform for external transfers, and ended the gradual strengthening of balances during 2024 and was fully achieved in the last week of this year.”

He said that “this achievement has changed radically and is consistent with the best international standards and practices to achieve a stable and secure financial system, and this work has received international support and praise through the stages of its application,” noting that the new transfer methodology is consistent with international practices in this field, which separates the responsibilities and duties of the Central Bank with the obligations, responsibilities and role of commercial banks .

The Central Bank of Iraq is ready to support all Iraqi banks that are working to develop and enhance their performance in the field of governance and compliance, and combating money laundering in a way that reflects positively on the confidence of international and regional banks in them to contribute to strengthening the Iraqi banking system and the Iraqi economy in general.

The Finnish Ministry of Defense announced on Wednesday the return of its last soldiers working in Iraq by the end of 2024, after these soldiers participated in training Iraqi forces within the framework of the international coalition to strengthen security and combat terrorism.


A statement from the ministry, received by “Mawazin News”, a copy of it, said that “Finnish forces played a prominent role in strengthening the capabilities of the Iraqi security forces, which contributed to securing the areas and ensuring the safety of the local population.” The statement pointed out that ISIS, despite losing control over most of the territory it occupied, continues to pose a security threat, which requires the continuation of international efforts to combat terrorism.


“In 2019, Finland switched from providing face-to-face training to focusing on protection activities and counselling. The Finnish advisers have contributed significantly to the development of Iraqi security capabilities at the tactical and operational levels, adding: “The Finnish soldiers have received great appreciation and respect from their international and local partners, thanks to their professionalism and positive attitudes that have promoted stability in the region.”


Despite the end of its participation in Operation Inserid Resolve, the statement stressed that Finland will continue its support for the development of the security sector in Iraq through its participation in the NATO Mission in Iraq (NMI), and the advisory activities under this mission aim to implement comprehensive and long-term reforms in the management of the Iraqi armed forces in cooperation with local partners, thus contributing to improving the security environment in the country.


The statement added that “Finnish experts have long contributed to the development of security sectors in Iraq and countries in the region, which helped to build stable and fair institutions.” He also stressed that “consultative activities will remain an essential part of efforts to achieve long-term stability in the region.”


The statement concluded by stressing Finland’s commitment to continue its work in this important NATO-led process in support of stability and development in Iraq.

 Mazhar Mohammed Saleh, financial and economic adviser to Prime Minister Mohamed Shia Al-Sudani, denied the existence of a salary crisis in the country, stressing the existence of large financial reserves covering the required liquidity.

Saleh said in a press statement that “there is speculation that has occurred recently about oil prices, a liquidity crisis and so on,” adding that “at the end of the fiscal year there is a financial audit process, and therefore there may be a simple delay in the issuance of salaries for a few days, according to calculation matches.”

The Prime Minister’s adviser stressed that “there is no salary crisis, and what is going on here and there in this regard is imaginary, no more and no less.”

The monthly salaries of employees were delayed in the last month of 2024, while finance usually paid the wages of self-financing companies starting from the middle of each month, as well as to the employees of the ministry and banks, while the salaries of other ministries are released starting on the 23rd of each month.

Regarding the size of the monetary mass outside the Central Bank, Mazhar explained that it is “in the range of 100-105 trillion dinars,” noting that “the size of the monetary mass within the banking system is less.”

He stressed: “We have large foreign cash reserves that completely cover this liquidity, which is estimated at $105 billion.”

Iraq, the second largest oil producer in the Organization of the Petroleum Exporting Countries (OPEC), relies heavily on oil revenues, with the hydrocarbon sector accounting for the vast majority of export revenues and about 90% of the state’s financial revenues.

Iraq raised its budget in 2024 even after a record volume of spending in 2023 when more than half a million new employees were hired in the public sector.

The 2024 budget rose to 211 trillion dinars ($161 billion) from 199 trillion dinars ($153 billion) in 2023 with a deficit of 64 trillion dinars.

The government budgeted $70 a barrel as an oil price in 2024, about $6 less than the weighted average price.
