 UN votes to end Iraq political mission

UNITED NATIONS — 

The U.N. Security Council voted unanimously Friday to end the U.N. political mission in Iraq.


The mission was established in 2003 following the U.S.-led invasion that toppled Saddam Hussein. Its task was to coordinate post-conflict humanitarian and reconstruction efforts, and to help restore a representative government in the country.


The Iraqi government asked the council in a May 8 letter to wrap up the mission by the end of 2025, and that's what the resolution does: It extends the mandate of the U.N. Assistance Mission in Iraq, known as UNAMI, for a final 19 months until Dec. 31, 2025, when all its work will cease.


The U.S.-sponsored resolution asks Secretary-General Antonio Guterres to prepare "a transition and liquidation plan" in consultation with the Iraqi government by December 31, 2024, so UNAMI can start transferring its tasks and withdrawing staff and assets.


The council said it supports Iraq's continuing stabilization efforts, including its ongoing fight against the Islamic State group and al-Qaida extremists and their affiliates.


In 2014, the Islamic State group declared a caliphate in large parts of Iraq and Syria and attracted tens of thousands of supporters from around the world. The extremists were defeated by a U.S.-led military coalition in Iraq in 2017 and in Syria in 2019, but its sleeper cells remain in both countries.


The council's action came as Iraq is also seeking to wind down the military coalition formed to fight IS. The roughly 2,500 U.S. troops are scattered around the country, largely in military installations in Baghdad and in the north. Iraqi Prime Minister Mohammed Shia al-Sudani has contended that the Iraqi security forces are capable of dealing with the remaining IS cells in the country and the coalition's presence is no longer needed.


The resolution adopted Friday to close the UNAMI mission expresses support for Iraq's reform efforts aimed at fighting corruption, respecting and protecting human rights, delivering essential services to its people, creating jobs and diversifying the economy.


It asks the secretary-general to streamline UNAMI's tasks ahead of the mission's closure to focus on providing advice, support and technical assistance to the government to strengthen preparations for free elections, including for the federal Parliament and for the Parliament in the Kurdistan region.


It also authorizes UNAMI to facilitate progress toward finally resolving outstanding issues between Iraq and Kuwait, stemming from Saddam's invasion of its smaller neighbor in August 1990.


In addition, the resolution says UNAMI should help with the return of internally displaced Iraqis and those in Syria, with providing health care and other services, and with economic development. And it also authorizes the mission to "promote accountability and the protection of human rights, and judicial and legal reform."


U.S. Deputy Ambassador Robert Wood welcomed the resolution's unanimous adoption and plans for an orderly wind down of UNAMI.


"We all recognize that Iraq has changed dramatically in recent years and UNAMI's mission needed to be realigned as part of our commitment to fostering a secure, stable and sovereign Iraq," he told the council.

MZ: Yes there are a lot of rumors about tomorrow…I’m trying to stay calm and see what happens.

MZ: On the rumor side – I am waiting for bond contacts to sound off today.  Its Monday and I rarely have a morning update. 

MZ: On the group side and the bank side- there is a lot of chatter about tomorrow morning. Some of the group contacts do have me excited though. Not saying it’s going to happen…but there is a possibility of it tomorrow so we have a great Thanksgiving. Pray that hopefully this is it. 

MZ: “Relative stability in the price of the dollar against the Iraqi dinar . What are the repercussions?”  The repercussion are its better for the citizens and inflation doesn’t heat things up and it trades easier. 

MZ: Shabibi kept saying give me safe and stable and I’ll give you a revaluation. Iraq is becoming the most stable country in the middle east. 

MZ: “Iraq’s 2023 budget . Will the amendments get the budget back on track?” Remember the budget is for 2023, 2024, 2025…..They are talking budgets, tables, oil ect. this week. Several controversial laws are hitting parliament tomorrow. 

MZ: “ Iraq announces the results of its population census: More than 45 million” What does that mean? Many people are returning to Iraq that had left during the war. These results allow them to properly divide and move funds. 

MZ: The census being completes was another thing I was told they needed for the HCL…before they  pull the trigger. 

MZ: “ Parliamentary finance reveals budget paragraphs covered by the amendment”  this includes all the stuff for voting on tomorrow. Its getting exciting in Iraq and we may just see RV this week. I am feeling very upbeat. 

Member: Sudani did say before Dec 10th…..well this week is before Dec 10th. 

Member: I do not have my hopes up for reset until we see the market crash and gold backed currency…maybe after Jan 20th? 

Member: Well maybe Iraq will go first and alone instead…that would be very helpful to us all. Come on Sudani and Alak 

Member: I heard a rumor the plan is to let Iraq RV and then the US treasury is going to invest it into XRP.

Member: XRP will be moving large amounts of money worldwide between banks and investment firms so it will have to have a high value 

MZ: “X teases money transfer system as part of Musk’s everything app feature” He has been telling us that his vision for X would be an all in one. Remember that Musk created Paypal and then sold it. Think of it as another alternative to the SWIFT system . Elon Musk is to inject $104 billion into XRP?  This is the rumor and its all over the crypto world right now. And it looks like XRP will be the backbone of this payment system.  This is huge for all of you XRP‘ers

MP for the Fatah Alliance, Rafiq Hashem, showed nowadays, Sunday, that the approaching parliament periods will witness balloting on essential draft laws.

Hashem said in a announcement to dinaropinions.com, “the upcoming parliament periods will witness voting on essential draft legal guidelines, inclusive of the non-public status regulation and the famous Mobilization regulation.”

He brought, “Many laws that challenge the Iraqi citizen and have been prepared for a 2d reading and others organized for voting can be included at the time table of the upcoming sessions after being postponed within the previous sessions.”

He talked about that “Parliament is eager to include laws that serve segments of Iraqi society in the imminent classes, maximum appreciably the Civil Affairs and popular Mobilization, in addition to other important legal guidelines.”

Parliamentary Finance Member Moeen Al-Kadhimi revealed today, Monday, the paragraphs of the general budget included in the amendment.

Al-Kadhimi said in an interview with Al-Maalouma Agency, "The budget has already been voted on and does not need to be amended except for Articles 12 and 13 related to the costs of oil production and transportation in the Kurdistan Region and the resumption of exports through the Turkish port of Ceyhan."

He added that "the amendments that will be made to the budget aim to settle the differences and achieve stability in the oil file, provided that the regional government is honest with the numbers related to the quantity of production and stops exporting without the knowledge of the central government."
