🔫 1️⃣ WEAPONS UNDER STATE CONTROL — 🟢 STRONG PROGRESS

🇮🇶 The government continues moving toward placing all weapons under state authority, with efforts to establish a legal framework regulating armed groups under the Commander-in-Chief of the Armed Forces.

🛡️ This remains one of Iraq’s most important sovereignty and security priorities.

🛢️ 2️⃣ HCL / FEDERAL OIL & GAS LAW — 🟠 STILL UNRESOLVED

The government of Prime Minister Ali Faleh al-Zaidi is implementing a financial reform program aimed at rationalizing public spending while diversifying revenue sources and reducing Iraq's long-standing dependence on oil.

The Ministry of Public Finance is under increasing pressure to provide the liquidity needed to cover public expenditures, which currently total approximately 7.8 trillion Iraqi dinars. Officials argue that this spending level is not excessive relative to the size of Iraq's economy. Instead, they point to systematic corruption, which for years has diverted more than half of the state's revenues.


💰 Combating Corruption And Recovering State Resources

Government security operations targeting corruption have uncovered enormous sums of money seized from individuals who have been arrested, while investigations into additional suspects remain ongoing.

Beyond fighting corruption, increasing state revenues requires practical reforms and legislation that do not place additional financial burdens on Iraqi citizens, who continue to bear the consequences of previous economic policies.


🏢 Tax Collection And Government Automation

Among the proposed solutions is the collection of taxes owed by both foreign and domestic companies.

The government also seeks to expand electronic automation across public institutions to:

  • ✅ Reduce financial waste.
  • ✅ Eliminate duplicated administrative processes.
  • ✅ Improve legal and transparent fee collection.

Officials argue that revenues should be collected directly by the state rather than being shared with private investors, as has occurred in some electricity privatization projects.


💳 Auditing Loans And Government Contracts

Authorities also stress the need to review outstanding advances and loans granted to companies and individuals to ensure that public funds are recovered whenever appropriate.

In addition, they are calling for a comprehensive review of collection contracts within state institutions to determine how revenues are divided between the government and private investors.

Some existing contracts reportedly allocate 75% of revenues to investors while leaving only 25% for the state, raising questions about whether these arrangements reflect fair compensation or are the result of corruption.


📈 Improving Iraq's Investment Environment

Another challenge highlighted is the existence of multiple laws and regulations that conflict with Iraq's investment legislation.

Officials believe these conflicting rules create uncertainty for investors instead of encouraging investment and generating additional government revenue.
