The Central Bank of Iraq (CBI) has just issued new nationwide banking and customs instructions aimed at preventing dollar smuggling and increasing financial transparency, effective November 1, 2025.

  • Final commercial invoice

  • Preliminary invoice attached to sales contract (with final invoice later including all prior data)

  • Preventing fraud and manipulation in foreign transfers

  • Supporting international compliance and trade transparency
