The Central Bank of Iraq (CBI) has just issued new nationwide banking and customs instructions aimed at preventing dollar smuggling and increasing financial transparency, effective November 1, 2025.
🔍 Key Highlights:
✅ All commercial invoices must now include:
Shipping & payment terms
Value and invoice currency
Global Harmonized System (GHS) code
Importer/exporter addresses
Accurate description of goods (origin, brand, quantity, unit price & total value)
✅ Only two types of invoices will be accepted:
Final commercial invoice
Preliminary invoice attached to sales contract (with final invoice later including all prior data)
✅ The move is part of Iraq’s National Automation Project , aimed at:
Increasing accuracy in customs clearance
Preventing fraud and manipulation in foreign transfers
Supporting international compliance and trade transparency
