Parliamentary Finance: Budget provisions guaranteeing the localisation of Kurdistan employees’ salaries
MP Mustafa Al-Karawi stressed the keenness on the localization file and providing the necessary information about employees so that the Federal Ministry of Finance is obligated to pay the salaries of Kurdistan employees, based on the decision of the Federal Court.
Al-Karawi, a member of the parliamentary finance committee, explained in a statement to the official website of the Patriotic Union of Kurdistan, that “salaries are a legitimate right for employees and should not be part of political problems. We have included many texts in the budget that guarantee the rights of employees, the first of which is the issue of localization, in addition to giving the federal prime minister the right to pay salaries directly if the budget provisions are not adhered to. We hope that there will be adherence to the budget provisions so that the employee is not a victim of political conflicts.”
He pointed out that "salaries are a legitimate right for every employee, and localization is what will solve the problem of delaying the disbursement of employees' salaries in the Kurdistan Region."
He revealed that “any delay in these procedures causes a delay in the disbursement of salaries, because the Ministry of Finance is also bound by the provisions of the Federal Court’s decision and is held accountable by the Council of Representatives, and we stress the necessity for the employee in the Kurdistan Region to be very far from political conflicts and to take his right like the rest of the employees in all the governorates of Iraq.”
He reiterated that “localization addresses the problem of paying salaries. It is an easy procedure that is done quickly, in addition to handing over revenues to the federal government so that the federal government can allocate employee salaries.”
Regarding the request of employees in the Kurdistan Region to have their salaries deposited in federal banks and the insistence of the Kurdistan Regional Government on an accounting project, Al-Karaawi said, “It is the duty of the Central Bank of Iraq to clarify those banks operating in an accounting project and there is a condition in the settlement process, which is that the employee is free to choose the bank in which he wants to deposit his salary. We will work to address this problem and host the governor of the Central Bank to explain this issue
