Iraq forms committee to address UN report on executions


Shafaq News/ Iraq's government said on Friday it has formed a committee to respond to a United Nations human rights report on the country's use of the death penalty.


"The Iraqi government has reviewed the report of the UN human rights commissioner and is committed to upholding human rights principles," said Iraqi government spokesman Basem al-Awwadi. "The committee will clarify all aspects related to the information in the report and ensure transparency in legal procedures."


The committee will comprise representatives from the Ministry of Justice, the Prime Minister's office, the Foreign Ministry, and the judiciary, including a member from the Parliamentary Human Rights Committee in an observer role.

In April, Amnesty International said at least 13 men were put to death on 22 April in Nasiriyah Central Prison, in the southern governorate of Dhi Qar, following their conviction on overly broad and vague terrorism charges.


Out of the men executed on 22 April, 11 were convicted based on their affiliation to the so-called Islamic State (ISIS) armed group.


Nasiriyah prison is the only prison in Iraq that carries out executions. Commonly referred to as "al-Hout" or "the whale" by Iraqis for "swallowing people up and never spitting them out," according to HRW, it has carried out mass executions in the past. In 2017, 41 and 38 people respectively were executed less than three months apart. Currently, 8,000 prisoners are reported to be on death row in Iraq, with the majority facing terrorism charges.

Iraq's North Refineries Co. produces "super" gasoline for first time


Shafaq News/ Iraq's Ministry of Oil announced the production of super unleaded fuel that has an octane rating of 98 in the North Refineries Company for the first time, with an output of 3.5 million liters.


The ministry's statement highlighted that this accomplishment "aligns with Prime Minister Mohammed Shia Al-Sudani's directive to rebuild all damaged and halted production units at the North Refineries Company since 2014. The goal is to enhance the technical specifications of petroleum products and increase the refining capacity of national refineries to achieve self-sufficiency and halt imports."


The ministry praised the "dedicated efforts of the North Refineries Company's workers and supporting entities, as well as the company's general manager, for upgrading the technical specifications of the gasoline improvement unit from a 92 octane to the global standard of 98."


In February, the Iraqi Prime Minister inaugurated the North Refinery project, once the country's largest oil refinery, with a capacity of 250,000 barrels per day.

The North Refinery in the city of Baiji, 200 kilometers (124 miles) north of Baghdad, was heavily damaged during some of the fiercest battles with ISIS after it swept across a third of Iraq in 2014.

Iraq has 145 billion barrels of proven oil reserves, which amount to 96 years' worth of production at the current rate, according to the World Bank.

Will the state adopt the provision of sovereign guarantees to finance civil industrial projects?

The financial and economic adviser to Prime Minister Mazhar Mohammed Saleh explained on Friday that the state has adopted a policy of providing sovereign guarantees for loans obtained by the private sector to finance an important package of private industrial projects.

Saleh told {Euphrates News}: “There is a fundamental association in financing and implementation adopted by the government curriculum and public policy in development, the basics of which are summarized by the high implementation of the listed and continuous government investment projects, which faced the launde and suspension for many years.”

He added, “The current investment curriculum is based on completing the implementation of investment projects without stop and in accordance with the financial resources allocated to them included in the Federal General Budget Law, with keenness to sustain the necessary sources of financing for the continuation of implementation, especially in the field of high-service infrastructure, such as projects to develop electric power, drinking water, roads, sewage and others, and priority that touches the lives of citizens.”

He pointed out: “Based on the above, the increase and high revenues is one of the important financing levers in overcoming the problems that government projects were facing, which are called (lagging), which have now entered into force and completement, and according to an approved policy (not for lagging projects after today).”

He expressed: “This is an explicit correlation between the capacity of implementing urban projects in the country and the increase in sources of public revenues (both oil and non-oil) and harnessing their high financial flows to serve the requirements of economic development in our country and in a way that maximizes the GDP and provides high and sustainable sources of employment at the same time. The private sector has an important responsibility in implementation as an active strategic partner in the development of the Iraqi economy, the advancement of its infrastructure and various production activities.”

Saleh noted that “the state has adopted a policy of providing sovereign guarantees for loans obtained by the private sector to finance an important package of civil industrial projects, foremost of which is projects to produce industrial and construction outputs related to the advancement of reconstruction, housing and infrastructure and sovereign guarantees for the private sector amounting to 85% of the value of private activity, specifically industrial from it.”
