The advisor to the Iraqi Private Banks Association, Samir Al-Nusairi, confirmed today, Monday, that the banking reform and development strategy is the main pillar for reforming the comprehensive national economy.

Al-Nusairi said in a special interview with “Al-Eqtisad News” that  “the strategy of banking reform and development is the basic pillar for comprehensive and radical reform of the national economy in line with what is stated in Article Twelve, Paragraph (7) of the government program, which clearly and accurately stated that (banking reform, with what it provides of a real and effective basis for the advancement of the Iraqi economy and the activation of investment through the restructuring and mechanization of government banks, reviewing their work, and stimulating and enabling private banks to be able to support investment and development in a real way).”

Al-Nusairi touched on the "importance of the banking sector, as it occupies a vital position within the financial structure of the economy in mobilizing savings and financing development through its ability to flow money between the categories of the national economy, which is the basic step for economic reform."

He pointed out "the measures currently taken by the Central Bank with the support of the government to launch its new third strategy for reforming and developing the banking sector for the years 2024-2026 according to seven main objectives, 24 sub-objectives and 75 initiatives to implement the objectives focusing on achieving monetary and financial stability, strengthening the banking sector, enhancing digital transformation, activating electronic payment, enhancing financial inclusion , maintaining a sound financial system, developing the organizational structure and human resources, strengthening the internal and external relations of the Central Bank, and the banking sector's compliance with international standards."

Al-Nusairi pointed out that "a national strategy for bank lending in Iraq for the years 2024-2029 was launched, aiming to increase credit granted to the private sector by 4% of the non-oil GDP, which is equivalent to approximately 7 trillion dinars, and the second goal is to increase credit to small and medium enterprises by 3% of the non-oil GDP, which is equivalent to approximately 5 trillion dinars."

He stressed that "the new mechanisms depend on organizing the granting of loans to develop small, medium and micro enterprises by relying on and relying on a new approach to determine the basic objectives of economic development, evaluating the current situation of private sector financing, and benefiting from international experiences in this field, as well as continuing the procedures and using monetary policy applications to control the exchange rate and reduce the gap between the official rate and the parallel rate towards reaching the targeted and balanced exchange rate."

 Al-Nusairi explained that, "If it were not for the many services provided by the banking system in developed countries, these countries would not have been able to achieve the progress and economic growth they have achieved."

He explained that "the strength of the banking structure has become a necessity for building a prosperous economy that adopts modern systems and sound sustainable development. The development of banking habits and awareness of the importance of developing banking institutions in a way that ensures the building of a national savings base and develops the financial resources necessary to build the economy have become priorities for decision-makers."

The advisor to the Private Banks Association continued: “The soundness of the banking system and the mobilization of sound decisions in the field of economic policies towards developing and modernizing banking systems ensures the achievement of momentum in the world of real and financial investment, which stimulates financial and monetary markets, which leads to attracting foreign capital seeking profit. Therefore, the decision-maker should take the necessary measures to fortify and strengthen local banking systems in a way that makes them capable of facing the challenges of transferring capital to and from abroad without causing money laundering or smuggling foreign currency, and then increasing the profitability of financial and banking institutions and strengthening the structure of the gross domestic product, which is what the government and the Central Bank are currently active in.”

"Mr. Atheer Dawood Salman Al Ghrairi, Iraq’s Minister of Trade, led a high-level delegation from Baghdad at the third meeting of the Working Party.  Ambassador Saqr Almoqbel of the Kingdom of Saudi Arabia, who chaired the Working Party for the first time since his appointment last year, welcomed Iraq’s return to Geneva after many years, highlighting the significance of the formal resumption of Iraq’s accession process. “The Minister’s presence here, the first since 2008, sends a clear signal that Iraq’s accession process is now back on track,” he remarked. The Working Party held its second meeting in April 2008 and an informal meeting in November 2017."


🔴 Iraq has resumed its World Trade Organization (WTO) accession talks after 16 years, led by Minister of Trade Atheer Dawood Salman Al Ghrairi. This move is seen as a significant step towards enhancing Iraq’s national economic strategy and integrating into the global economy. Despite ongoing security and political challenges, Iraq is committed to aligning its trade policies with international standards and improving its business environment. Iraq and WTO members will intensify bilateral negotiations on market access, with a fourth Working Party meeting planned for early 2025.

"Iraq provided an update on its initial contacts with members regarding bilateral market access negotiations, noting that initial offers on goods and services were submitted in early May ."


"The Chair invited Iraq and WTO members to intensify bilateral negotiations on market access, building on the recent contacts. The Chair invited members to submit specific questions in writing by 15 August. He also asked Iraq to provide replies to members’ questions and to submit other requested accession documents."


"The Chair asked the WTO Secretariat to work with Iraq to revise its MFTR, which will serve as the basis for continuing the examination of Iraq’s foreign trade regime at the next meeting of the Working Party."


"The Chair suggested that the fourth Working Party meeting could be scheduled for the first quarter of 2025, contingent on the progress of the outlined steps."


⚡️ With all of the mis-information surrounding Iraq and their ascension to the WTO, we wanted to bring you the CORRECT information about the Working Party meeting and its contents. Iraq has been asked to REVISE their MFTR or Memorandum of Foreign Trade Regime. The last MFTR was submitted in 2005.  And the Chair has suggested that the 5th meeting of the Working Party meet in early 2025. Questions for those parties involved have been asked to be submitted by August 15, 2024. While iraq is making strides in their ascension to the WTO, they still have a ways to go. When the Iraq side of the working party announced back in April that there was submission of the initial offer on goods and services, this was the FORMAL notice of submission. Anything before that was fluff and unofficial. This came directly from the Trade Minister who is LEADING the Working Party talks

Government Advisor: Adopting auditing of foreign transfers contributes to stability of the exchange market and price level

The financial advisor to the Prime Minister, Mazhar Mohammed Saleh, confirmed today, Monday, that the approval of an auditing company for foreign transfers is a positive lever that ensures the integrity of compliance operations and the speed of job performance, while he indicated that this will achieve two basic operational objectives for monetary policy.

Saleh told the Iraqi News Agency (INA): "The approval of an auditing company for foreign transfers is a positive lever that ensures the integrity of compliance processes and the speed of functional performance of the activities of the external sector of the economy in relation to all market transactions, especially those related to foreign transfers, which will provide a guarantee that foreign transfer activities in foreign currency are consistent with the stated purposes of the regulatory authorities and the beneficiary entities to which the transfer is made through compliance means."

He added that "this step is a clear piece of information that strengthens the efficiency of the money market as an information market and is affected by the efficiency of that information towards the stability of transactions and raising the level of certainty in them, after the development of the resumption of external transfer transactions funded in foreign currency to various global trade areas with high governance, quality and high disclosure without interruption, which will provide monetary policy at the same time with  a guarantee to achieve two basic operational objectives of monetary policy in building a stability base in the general price level within achieving the intermediate objectives of the policy itself in price stability, the first is to maximize the effectiveness of controlling local liquidity and controlling growth levels in the money supply at accelerating rates without slowing down, in addition to controlling the components of the basis, and the second contributes to the stability of the exchange market itself and gives it positive signals on the availability of a broader role for the official exchange market and the superiority of its positive effects through the sufficiency of its information in containing the colored noise of the parallel market."

He added that "both of the above operational objectives are linked to the role of monetary policy in stabilizing the general price level, containing inflationary expectations, and imposing guarantees for stable real flows through the stability of the external value of money and its compatibility with the stability of the speed of money circulation internally and the general function of the demand for money in the joints of the national economy."

 🌐 Iraq seeks withdrawal of US-led coalition troops by September 2025

Iraq has asked that troops from the US-led military coalition begin withdrawing from the country in September, with the goal of ending the coalition mission by September 2025, according to Al Arabiya, which cited four Iraqi sources.  Talks are underway in Washington this week, but no formal agreement has been reached, Iraqi and U.S. officials said.

In a press conference yesterday, US State Department spokesman Mathew Miller noted that the focus of the talks is on the transition of the coalition's mission based on the Daesh threat, without providing more. details.

The U.S.-led coalition was formed in 2014 to combat the group called “Islamic State,” following the illegal U.S. invasion of Iraq in 2003 and subsequent occupation and withdrawal in 2011. Currently, about 2,500 U.S. troops are deployed. stationed at three main bases.  in Iraq, supported by more than 80 coalition members.

The exact number of troops leaving remains uncertain.  Iraqi sources suggest most will leave, while US officials indicate many could stay in an advisory role.  The United States intends to maintain a military presence in Iraq to support operations in Syria, where approximately 900 American troops are illegally stationed.

Iraqi factions aligned with Iran have been pushing for the expulsion of US forces, while US officials seek to counter Iranian influence.  The talks began in January amid rising tensions between Iraqi resistance groups and US forces, exacerbated by the Israeli war against Palestinians in Gaza.

Prime Minister Mohammed Shia Al-Sudani is under pressure from Iran-aligned factions to expel US forces, but is seeking to balance Baghdad's relations with both Washington and Tehran.  Daesh, despite being territorially defeated in Iraq in 2017 and Syria in 2019, continues to pose a threat, with an increase in attacks in the region, including incidents in Iran, Russia and, most recently, Oman.

"QUESTION: Was there talk of the presence of US forces in Iraq?

MR MILLER: So I don't want to go into details.  We will have a statement coming out after the meeting.  But we remain committed to the senior military commission process that began in August.  I think, as you know, that process is determining how the coalition's military mission will transition based on the ISIS threat, the operational and environmental requirements, and the capabilities of the Iraqi security forces.  But I don't have any more details to give about that.

QUESTION: And finally, when will the meetings take place?

MR MILLER: I would leave it to the Department of Defence.  They are the real hosts of the meeting.  They're in Washington this week, but as for the specific timing, I'll let them talk about it.
