 Iran Declares Readiness to Protect Iraq’s Sovereignty: A Step Towards Stronger Defense Cooperation, 3 DEC

Major General Mohammad Baqeri, the Chief of Staff of the Iranian Armed Forces, has declared Iran’s preparedness to counteract any threats to Iraq’s territorial sovereignty. This announcement was made during an official meeting with his Iraqi counterpart, Lieutenant General Abdel Emir Rashid Yarallah, in the capital city of Baghdad.

Strengthening Iran-Iraq Relations

Baqeri highlighted the robust relationship between Iran and Iraq, underlining their shared experiences in the fight against terrorism. He also acknowledged Iran’s significant role in assisting Iraq during the battle against the Daesh terrorist group. The Major General paid tribute to the fallen heroes, Qassem Soleimani and Abu Mahdi al-Muhandis, who lost their lives in a US drone strike in 2020.

Joint Military Drills for Border Security

Emphasizing the importance of joint military exercises for the safety of the shared borders, Baqeri suggested that such collaborative efforts would be mutually beneficial. In response, Yarallah expressed his gratitude towards Iran for its support against Daesh and confirmed the readiness of Iraq’s armed forces to enhance military cooperation with Iran.

Security Agreement in Response to Anti-Iranian Activities

Previously, the two nations had signed a security agreement in response to the surge in activities of anti-Iranian terrorist groups in Iraqi Kurdistan. Following these activities, Iran’s Islamic Revolution Guards Corps (IRGC) conducted strikes against these groups. They issued a warning to the local Kurdish authorities against allowing their territories to be used for activities against Tehran.

This recent meeting and subsequent declarations highlight the strengthening of defense cooperation between the two nations, pointing towards a future of enhanced military relations and joint counterterrorism efforts. Both Iran and Iraq stand firm in their commitment to uphold each other’s sovereignty and maintain the security of their shared borders.

His Excellency the Governor of the Central Bank of Iraq, Mr. Ali Mohsen Al-Alaq, chaired the first meeting of the Iraqi National Payments Council after its restructuring.

During the meeting, which was attended by officials from the Central Bank and representatives of the relevant ministries, the government and private banking sectors, electronic payment service providers and other actors, the objectives of the Council and the main tasks that it intends to implement were reviewed to achieve national strategies to develop the infrastructure of the financial and banking sector, advance the components of the electronic payment environment, and strengthen the pillars of inclusion.

The Council discussed the experiences of other countries in the field of payment systems and the mechanisms necessary to implement Iraqi Council of Ministers decisions No. 23044 and 23620 for the year 2023, as well as proposals that would contribute to the implementation of these decisions with the aim of expanding the scope of work of Iraqi electronic payment systems and linking them with various institutions, ministries and bodies and encouraging The public wants to use it and benefit from the advantages it provides. 

It is noteworthy that the Iraqi National Payments Council aims to coordinate and achieve cooperation between regulatory and supervisory authorities, executive authorities and financial institutions.

He added, “Field teams moved and besieged the corrupt, and the principle of where did you get this took effect, and hundreds of thousands of millions were recovered, and defendants were recovered from the UAE and the Sultanate of Oman, Jordan, and Egypt, and money from Lebanon, as well as more than 150 million dollars from America, and 20 million dollars from Kuwait”.
He added: “We will achieve memorandums of understanding with China, Canada, Spain, and Saudi Arabia very soon, and we are facing the challenge of legislating the second law of the authority, which makes us stronger and will be a source of funding for the budget.”
He continued: “We have succeeded in cooperating with Interpol, and it is cooperating with us, but cooperation with countries remains the problem in extraditing wanted persons, as the matter requires agreements and protocols with those countries.”

Notice I said on redemption center screens not banks...Because rates at the redemption center will be higher than they are in the banks  - Our contacts see rates on the bank screens - They also see rates in the redemption center screens – I can tell you know they are that much higher – as much as 4 times higher on redemption center screens than they are on the bank screens...

  Iraq is looking to put their HCL law in the Gazette along with their new international rates...And since [Friday] is a High Holy Day -  I don't know this, but I think they would probably put it in the virtual online version, if you will, the digital Gazette on Friday, and...put it in the printed version of the Gazette on Saturday.

...we really do have good contact in Iraq. And we're getting word that the ATM machines are filled with the lower denomination bills like ours...10 20 50 and 100 dinar notes -   I think those are all available in the actual ATM machines...Now they have been working...since Thanksgiving - maybe a little bit  before that - in the airport locations in Baghdad and at the border location – where ever the ATM’s are at the border...they are working now and they are in use...I do not believe they're all in use all over the country yet. But I think that is about to change...they are minting new coins for people to use...Iraqis  are going to feel a little jingle in their pockets soon...

The discussions conducted by a joint Iraqi delegation (the government, the Central Bank, the Association of Iraqi Private Banks, and the banking sector represented by a number of private banks) were completed in Istanbul and returned to Baghdad yesterday morning, and the discussions culminated in the following: -.

1- Agreement to make banking arrangements between Iraqi banks and their Turkish counterparts through intermediary banks to ensure trade exchange for major merchants and importers and to make and pay remittances in the euro and Turkish lira currencies.

2- Agreement to organize trade exchange for small merchants and retailers (dinar for euro or Turkish lira) under arrangements with combined transfers according to a commercial organization that ensures the integrated cycle of the commercial process (deposit in dinars inside Iraq, payment in euros or lira in Turkey, shipping goods from Turkey to Iraq) This would facilitate the external transfer of thousands of Iraqi traders and spare them from working through non-fundamental means. This also comes in the context of regulating trade and external transfer in accordance with sound practices and standards and within the framework of the comprehensive plan pursued by the Central Bank to open multiple channels, outlets and currencies with the aim of preserving the stability of the financial system and protecting it. From risks and achieving general price stability by covering imports at the official price, which is confirmed by controlling inflation rates.
