According to the Iraqi Constitution, the newly elected president (chosen by Parliament) must, within 15 days, appoint the nominee of the largest parliamentary bloc to attempt to form a government. That nominee then has 30 days to present a cabinet for a vote of confidence.
Therefore, the election of the president officially triggers the step of naming the Prime Minister-designate and begins the timeline for forming the new government.
