Iraqi official: The Revolutionary Guard has developed its operational methods in Iraq.. and defectors seized half of the weapons arsenal of "Asa'ib Ahl al-Haq" and formed a new militia
----
🇮🇶 IRAQ SECURITY UPDATE
⚠️ An Iraqi official claims that the Iranian Revolutionary Guard (IRGC) has developed new operational methods in Iraq.
🔫 The official also alleges that defectors from Asa'ib Ahl al-Haq seized around half of the group’s weapons arsenal and used them to establish a new militia.
🛡️ If confirmed, the development highlights the complexity of Iraq’s efforts to bring all weapons under state control. The challenge is not only disarming existing groups, but also preventing weapons and personnel from being redirected into newly formed armed factions.
🔐 Iraq’s broader security process therefore involves negotiations, weapons transfers, militia restructuring, and strengthening the authority of state security institutions.
🇮🇶 The key issue remains whether Iraq can consolidate all armed activity under the authority of the state.

🇮🇶 IRAQ BEGINS NEW PHASE TO STRENGTHEN STATE CONTROL
Prime Minister Ali Faleh al-Zaidi announced that October 1, 2026 marks the beginning of a serious new phase to address weapons outside state control, strengthen national security and reinforce Iraq’s sovereignty.
⚔️ WEAPONS UNDER STATE CONTROL
The government says it will implement a clear roadmap to address weapons held outside state authority, with measures scheduled to continue no later than June 30, 2027.
🇮🇶 FOREIGN ARMED GROUPS
Iraq plans to work toward the full disarmament of non-Iraqi armed groups operating on its territory, reinforcing the principle that Iraqi security decisions must remain under Iraqi state authority.
🏛️ PMF LEGAL FRAMEWORK
The government will move forward with legislation establishing the legal status of the Popular Mobilization Forces (PMF) within Iraq’s security establishment and placing them under the command of the Commander-in-Chief of the Armed Forces.
🛡️ AIR DEFENSE & AIRSPACE SECURITY
Iraq will begin purchasing a complete air defense system while strengthening control and protection of its airspace and borders.
🌍 REGIONAL SOVEREIGNTY
Al-Zaidi reaffirmed that Iraqi territory and airspace should not be used to launch actions against neighboring countries. Iraq also rejects the use of other countries’ territory or airspace for attacks against Iraq.
📅 JUNE 30, 2027 DEADLINE
The government has established June 30, 2027 as the endpoint for this roadmap, creating a defined timeline for implementing these security and sovereignty measures.
🔑 WHY THIS MATTERS
These steps represent a broader effort to strengthen Iraq’s state authority, national sovereignty, border security, airspace protection and unified military command.
With the international coalition’s military mission now concluded, the government says Iraq can increasingly direct its resources toward security, development, public services, civil peace and long-term stability.
🇮🇶 A new phase for Iraq is underway—focused on sovereignty, stronger institutions and centralized state security.

Iraq’s government has announced a roadmap covering weapons outside state control, airspace security, and the legal status of the Popular Mobilization Forces.
Speaking to INA, al-Zaidi said the government’s measures will follow a clear roadmap and agreed timelines that will run no later than June 30, 2027. He linked the process to the constitutional principle that decisions on war and peace rest with Iraq’s constitutional authorities, while military action outside that framework should be prevented.
The prime minister said the government will work to fully disarm non-Iraqi armed groups operating on Iraqi territory. He said the measure is intended to protect Iraq’s security and stability and strengthen government control over its borders.
Baghdad also reaffirmed that Iraqi territory and airspace should not be used to launch or facilitate actions threatening neighboring countries. Al-Zaidi said Iraq likewise rejects the use of another state’s territory or airspace to launch attacks against Iraq, citing mutual sovereignty, good-neighborly relations, and non-interference.
Al-Zaidi also said legislation would establish the Popular Mobilization Forces’ status within the security establishment and place it under the command of the Commander-in-Chief of the Armed Forces.
Al-Zaidi described October 1 as a major national milestone following the conclusion of the international coalition’s mission and the final withdrawal of its forces by land, air, and sea. He credited Iraq’s Supreme Religious Authority and the 2014 collective defense fatwa with mobilizing Iraqis during the fight against ISIS, alongside Iraq’s armed forces and other forces that participated in the campaign.
The prime minister said Iraq should now direct state capabilities and resources toward sustainable development, public services, civil peace, and stability. He also said the country would pursue regional and international relations based on shared interests and mutual respect.
The U.S.-led international coalition began its military mission in Iraq in 2014 after ISIS seized large areas of the country. Iraq declared victory over ISIS’s territorial control in December 2017, although the group has continued to pose a security threat through attacks and insurgent activity.
The coalition’s military role in Iraq has since been reduced as Iraqi security forces have taken greater responsibility for counterterrorism operations. The Iraqi government has now linked the conclusion of the coalition mission to a broader discussion of sovereignty, state authority and the future organization of the country’s security institutions

🇮🇶 IRAQ PMF LAW UPDATE
The Iraqi Council of Ministers has approved the Popular Mobilization Forces (PMF) Bill and referred it to Parliament for the next stage of the legislative process. 🏛️⚖️
🔹 What happened?
The Council of Ministers approved the proposed PMF legislation during its regular session.
🔹 What happens next?
The bill now moves to the Iraqi Parliament, where it must go through the constitutional legislative process and be voted on.
🛡️ Why does it matter?
The legislation concerns the legal and organizational framework governing Iraq’s Popular Mobilization Forces (PMF).
⚠️ Important: Parliamentary referral does not mean the law has already taken effect, nor does it by itself mean that all militias have been disarmed or that their weapons have automatically been placed under exclusive state control.
📊 Dinares Gurus Insights:
This is another development to watch as Iraq works to define the legal framework for its security institutions and the role of the PMF within the state.
