๐ฎ๐ถ๐ฐ IRAQ'S CASH PROBLEM, DELETE THE ZEROS & THE FUTURE OF THE IQD
๐ฐ NEWS SUMMARY
The Central Bank of Iraq (CBI) says it is continuing reforms to strengthen the banking sector, support the national economy and increase Iraq's integration with the international financial system.
Governor Nizar Naser Hussein said the next phase is expected to bring further developments and greater integration with the global financial system.
The broader reform agenda includes banking modernization, stronger financial controls, digitalization and reducing Iraq's dependence on physical cash.
And one point is particularly interesting: the monetary reform process could help the CBI determine how much money is actually circulating in the economy.
That raises a bigger question:
๐ฎ๐ถ Could reducing Iraq's enormous cash circulation be an important step before a major monetary restructuring or RV ?
I believe it is a question worth examining.
๐ต THE CASH PROBLEM
At roughly:
$1 ≈ 1,300 IQD
large amounts of value require enormous quantities of banknotes.
For example:
$1 million ≈ 1.3 billion IQD
Using 25,000 IQD notes:
$1 million ≈ 52,000 banknotes.
That is a massive amount of physical currency.
For a country trying to modernize its banking system and integrate more deeply into international finance, reducing dependence on cash is therefore logical.
๐ข WHERE DOES “DELETE THE ZEROS” FIT?
This distinction is essential:
DELETE THE ZEROS ≠ REVALUATION
If Iraq removes three zeros:
1,000 old IQD = 1 new IQD
Then approximately:
198.8 trillion old IQD → 198.8 billion new IQD.
But this does not automatically increase purchasing power.
If the old rate is approximately:
$1 = 1,300 old IQD
then the equivalent post-redenomination rate would be:
$1 = 1.30 new IQD.
The denomination changes. The underlying purchasing power does not automatically change.
๐ง THE REAL QUESTION
The more important question may not be:
“How many zeros will Iraq remove?”
It may be:
“How much money will actually remain in circulation after the restructuring or DELETE ZEROS?”
A successful reform could involve:
๐ต Retiring old banknotes
๐ฆ Moving cash into banks
๐ฒ Expanding digital payments
๐ Increasing financial transparency
๐ Improving measurement of M0, M1 and M2
๐ Increasing international banking integration
But there is an important distinction:
CASH REDUCTION ≠ M2 REDUCTION
If someone deposits 10 million IQD into a bank, cash outside banks falls, but deposits rise.
The money may simply have moved from:
cash → bank deposits.
Therefore, I would watch M2 very carefully.
If cash falls while M2 remains stable, that is mainly financial modernization.
If cash falls and M2 also declines substantially, then we are seeing something much more significant:
A genuine contraction in the overall money supply.
๐ THE 198.8 BILLION QUESTION
Suppose Delete the Zeros produces:
198.8 billion new IQD
Now imagine the monetary structure is subsequently reduced:
- 25% reduction → 149.1 billion IQD
- 50% reduction → 99.4 billion IQD
- 60% reduction → 79.5 billion IQD
- 70% reduction → 59.6 billion IQD
These are illustrations, not forecasts.
But they demonstrate something important.
At:
$1 per IQD
198.8 billion IQD represents:
$198.8 billion
while:
100 billion IQD represents:
$100 billion
and:
60 billion IQD represents:
$60 billion.
The monetary burden is dramatically different.
๐ฅ THE BIG HYPOTHESIS
This leads to an interesting economic possibility:
Could the CBI be trying to reduce cash and reorganize the monetary system BEFORE any major future change in the value of the dinar OR RV?
From an economic perspective:
YES, THAT WOULD MAKE SENSE.
But this must remain a hypothesis.
The CBI has not publicly stated that its cash-reduction program is specifically designed to prepare for an IQD revaluation.
What we can observe is that several reforms point in the same direction:
Banking reform
⬇️
Cash reduction
⬇️
Digitalization
⬇️
Greater financial transparency
⬇️
Better control of the money supply
⬇️
Currency reform
⬇️
International financial integration
That sequence is economically logical.
๐ฆ WHY WOULD THIS MATTER FOR THE IQD?
A stronger currency cannot sustainably be created simply by changing a number.
It requires:
๐ฐ Strong reserves
๐ Controlled inflation
๐ฆ Strong banks
๐ International confidence
๐ Credible monetary policy
๐️ Fiscal discipline
๐ข️ Sustainable external revenues
๐ Genuine demand for the currency
Iraq has a major advantage:
๐ข️ OIL
But it also has a major structural weakness:
⚠️ HEAVY OIL DEPENDENCE AND FISCAL PRESSURES
Therefore, “Iraq has oil, so the dinar can automatically become extremely valuable” is far too simplistic.
Money supply, reserves, fiscal policy, inflation, economic output and demand for IQD all matter.
๐ต WHAT WOULD $1 PER NEW IQD MEAN?
After a hypothetical three-zero redenomination:
$1 ≈ 1.30 new IQD
or:
1 new IQD ≈ $0.77
If the new rate became:
1 IQD = $1
that would represent approximately a 30% appreciation from the redenominated equivalent.
It would not be a 1,300-fold increase.
However:
$5 per IQD
or:
$10 per IQD
would be an entirely different economic proposition.
That is why I would be very cautious with claims about extremely high future rates.
๐ WHAT I WOULD WATCH
If this monetary-restructuring thesis is developing, these indicators matter:
1️⃣ CURRENCY OUTSIDE BANKS ↓
Is physical cash outside banks actually declining?
2️⃣ M2 ↓
Is total broad money declining, or is cash simply becoming deposits?
3️⃣ RESERVES ↑
Are CBI international reserves remaining strong?
4️⃣ FISCAL DEFICIT ↓
Is Iraq improving fiscal discipline?
5️⃣ BANKING ↑
Are more citizens and companies using formal banking channels?
6️⃣ DIGITAL PAYMENTS ↑
Is the economy becoming structurally less dependent on cash?
7️⃣ INTERNATIONAL INTEGRATION ↑
Are Iraqi banks establishing deeper relationships with international financial institutions?

I don't think the most interesting story is simply:
“Iraq will delete three zeros.”
The bigger story could potentially be:

❓ AND ONLY IF THE FUNDAMENTALS SUPPORT IT — A POTENTIAL FUTURE APPRECIATION OF THE IQD OR RV.

The question I believe deserves the most attention is not simply:
“What will the IQD exchange rate be?”
The question that comes before it is:
“How much money will actually be circulating when Iraq reaches the point of a potential exchange-rate reform OR RV?”
There is a huge difference between:
198.8 billion new IQD
and:
100 billion
or:
60 billion.
The quantity and composition of money matter.
That is why the CBI's effort to reduce cash may be far more important than it first appears.
๐ฅ THE REAL STORY MAY NOT BE DELETE THE ZEROS ALONE.
It could be:
DELETE THE ZEROS + RETIRE OLD CASH + BANKING + DIGITALIZATION + MONEY-SUPPLY CONTROL + STRONG RESERVES + FISCAL REFORM + INTERNATIONAL INTEGRATION.
If those elements advance together, Iraq would not simply be changing the denominations printed on its banknotes.
It would be restructuring the monetary system itself.
And only after that restructuring would it make sense to seriously evaluate what exchange rate the new monetary system could sustainably support.
