Al-Nu'man to INA: Arms regulation moves forward; dialogues continue with faction leaders

Sabah al-Nu'man, spokesman for the Commander-in-Chief of the Armed Forces, announced on Thursday that the Commander-in-Chief’s priority is a drug-free Iraq,. While noting that firm action will be taken against anyone spreading rumors or engaging in sectarian rhetoric, he affirmed that the process of regulating weapons is proceeding and that dialogues with faction leaders are ongoing.
Speaking at a press conference attended by the Iraqi News Agency (INA) correspondent, Al-Nu'man stated: "September 30 marks the deadline for concluding the International Coalition's mission; this comes in response to the will of the Iraqi government and serves as a culmination of Iraqi sovereignty."

Al-Nu'man added that "Iraq is witnessing a daily acceleration in the withdrawal of foreign forces," noting that "the Office of the Commander-in-Chief of the Armed Forces is monitoring the withdrawal process and has provided the necessary facilities by granting movement permits to International Coalition forces."
Security Readiness and Pursuing ISIS Remnants
Al-Nu'man stated that "security forces are continuously tracking the remnants of ISIS," noting that "Operation Inherent Resolve will conclude on September 30."
He noted that "there is a high level of coordination among all security entities under the supervision of the Office of the Commander-in-Chief," adding that a security meeting held this week addressed several issues, including operational readiness, brigades involving both federal and regional forces, border crossings, the narcotics file, and the handover of wanted individuals with the Region."
He explained that "the meetings resulted in important decisions presented to the Commander-in-Chief and reinforced the fact that security forces are fully prepared and capable of safeguarding Iraq's security," noting that "this high level of coordination aims to create an Iraq free from terrorism and attractive to investment."
Combating Narcotics
Al-Nu'man noted that "the Commander-in-Chief of the Armed Forces visited the General Directorate for Combating Narcotics and received an important briefing on its role in reducing the circulation of and trade in narcotics."
He added that "the Commander-in-Chief emphasized that the narcotics issue is a strategic matter," noting that "the Directorate presented statistics and figures regarding the impact and the results achieved through the arrest of traffickers and those involved," and affirming that "making Iraq free of narcotics is among the Commander-in-Chief's top priorities."
In the same context, he said: “The coordination meeting with the Peshmerga witnessed directing the Director of the Commander-in-Chief’s Office to hand over the wanted persons quickly and away from routine."
He added that "the Commander-in-Chief has directed that attention be paid to the role of addiction treatment," sending a message to traffickers and users alike that "this is a final warning—to be a witness rather than a defendant."
Protecting demonstrators
Al-Nu'man stated that "the Commander-in-Chief of the Armed Forces directed that protection and assistance be provided to the demonstrators," noting that "the public order forces carried out a tremendous job."
Armament and Air Defense
Al-Nu'man explained that "security agencies continue—with direct support from the Commander-in-Chief—to equip security institutions and ensure full operational readiness," noting that "there is support and directives to supply Iraq with air defense systems, and that Iraq has made significant progress regarding the relevant contracts."
He added: "We have made significant progress with the US, Korea, and Turkey regarding armament."
Combating Rumors and Hate Speech
Al-Nu'man stated that "there are directives from the judiciary to security agencies to deal strictly with anyone promoting hate speech and extremism," noting that "there are entities monitoring the situation daily, in addition to a unit dedicated to tracking rumors, and the Office of the Commander-in-Chief has emphasized the need to take action against anyone promoting sectarian rhetoric."
He pointed to "high-level coordination between the Office of the Commander-in-Chief, the judiciary, and the Media Commission regarding anyone promoting hate speech," emphasizing that "no speech inciting hatred will be permitted, regardless of the speaker's affiliation," and that "security forces and relevant authorities—in coordination with the Media Commission—are monitoring hate speech."
Relationship with coalition forces
Al-Nu'man stated that "the nature of the relationship with Coalition forces will be determined after the conclusion of their mission," noting that "a committee has been formed to oversee the mechanism for dealing with those countries."
Restricting and regulating weapons
Al-Nu'man emphasized that "we will not permit the presence of weapons outside the framework of the state, and the process of regulating weapons is proceeding in accordance with the government's vision," noting that "the Commander-in-Chief is continuing his dialogue on this matter."
He added that "there is a desire on the part of the religious authority and political leaders to bring weapons under state control," noting that "some have handed over their weapons in their entirety."
