🇮🇶🔥 KIRKUK & ARTICLE 140: A KEY FILE IRAQ CANNOT IGNORE
📰 THE NEWS: Kirkuk Governor Mohammed Samaan has clarified his recent comments regarding Article 140, emphasizing that they were not directed against any particular community and reaffirming the historical relationship between Kurds and Turkmen.
⚖️ The underlying issue, however, remains significant. Disputes over land ownership in Kirkuk continue to create legal obstacles for the governorate, including difficulties distributing residential plots to employees.
💰 At the same time, Kirkuk reportedly has around 250 billion IQD in outstanding obligations to contractors, and the governorate is working with Baghdad to secure funding to address those debts.
📜 WHY ARTICLE 140 MATTERS
Article 140 provides the constitutional framework for addressing the status of Kirkuk and other disputed territories through normalization, a census and a referendum. The process remains unresolved, making Article 140 one of Iraq's most sensitive constitutional issues.
🔥 MY OPINION:
I believe Article 140 is one of the major structural files Iraq needs to resolve before any major monetary transformation or RV of the Iraqi dinar can realistically be considered.
And in my view, it belongs in the same conversation as the HCL / Federal Oil & Gas Law.
Why? Because these aren't simply isolated political issues. They involve territory, natural resources, revenue distribution, federal-regional relations and long-term economic stability.

🛢️ HCL → oil, gas & revenue distribution
💰 Budget framework → government obligations & regional entitlements
🏦 Banking reform → financial modernization
💱 Monetary reform → the future framework of the IQD
👀 THIS IS WHY KIRKUK MATTERS
Kirkuk sits at the intersection of Iraq's political, territorial and economic questions. Leaving major constitutional disputes unresolved creates uncertainty over administration, property, resources and relations between Baghdad and Erbil. Recent reporting continues to describe Article 140 as an unresolved constitutional issue and the agreed framework for addressing Kirkuk's status.
So when we see renewed discussion about Article 140, I don't view it as just another political headline.
🇮🇶 I see it as another piece of the larger Iraqi restructuring process.
⚠️ IMPORTANT DISTINCTION: There is no official evidence that Article 140 must legally be completed before the CBI can change the exchange rate. A future IQD revaluation would be a monetary decision of the Central Bank and Iraqi authorities. My point is about economic and political readiness, not a confirmed legal prerequisite.
🔥 BOTTOM LINE:
If Iraq wants to move toward a stronger, more integrated financial system, resolving its major structural disputes would provide a much more stable foundation.
Article 140 + HCL + budget/revenue agreements + banking reform + monetary reform are all pieces of the bigger picture.
🇮🇶💱 The question isn't only whether Iraq can change the value of its currency. The bigger question is whether Iraq is completing the political, legal and economic framework needed to support a major monetary transformation or RV of the Iraqi dinar.
